00:16 DTI, BIR, Certificate of Registration, and Marikina City Business Permit.
00:27 Implementing rules and regulations is not yet allowed.
00:30 But there is no new tax that the BIR will impose.
00:33 It is withholding tax of 1% of half of gross sales.
00:37 Small businesses don't have to worry because the earners don't have to pay 250,000 pesos less every year.
00:46 It's unfair for the brick and mortar stores that pay rent,
00:50 they have a lot of expenses in doing their business,
00:54 and there is no overhead expense in online, and they are still able to escape the tax.
01:00 The new rule, said by the BIR, is the way of collecting withholding tax from online sellers.
01:06 The BIR will impose online selling platforms that will pay off their sellers' withholding tax.
01:12 Online selling platforms will remit the BIR's gross sales.
01:16 The BIR will also ask that their sellers be registered in the BIR.
01:21 If they pay the online seller, they will withhold 1% of one half of the revenue.
01:29 So now, it means that the money, the tax that the platform should pay, will be paid by the BIR.
01:37 In that sense, it's captured because the online platform knows all of its clients.
01:43 The BIR will also impose remits of the payment portals.
01:46 The BIR will also monitor other social media platforms that have online selling.
01:51 But at the beginning of its implementation, the BIR will have a soft approach.
01:55 It will have information dissemination and will help online sellers to register.
