00:00 The first condition was met on October 2nd, 2023, when the UN Security Council passed
00:13 Resolution 2699 of 2023, giving the multinational support mission to Haiti legal backing.
00:27 The second condition, which is the mobilization of all the resources required to prepare,
00:35 deploy, sustain, and eventually withdraw our police officers from Haiti.
00:44 That exercise is going on, is being coordinated by our Ministry of Foreign and Diaspora Affairs,
00:53 and just again to emphasize, Kenya will not deploy if all the resources required are not
01:07 assured, committed to, and available.
01:14 And those resources include the equipment that we require for the mission to be successful.
01:21 We have agreed on a number of things, but first of all, the resources for this mission
01:27 will be arranged or mobilized among the member states of the United Nations, and they have
01:40 already identified the way the funds will be mobilized and how they will be made available
01:47 for us.
01:48 The only assurance that I want to give Honorable Chairs is that unless all resources are mobilized
01:57 and available, our troops will not leave the country.
02:02 Not even one of them will leave Kenya.
02:06 So that work is ongoing, including the mobilization of equipment, and once again, our troops,
02:13 not even one of them, our forces, our officers, will not leave the soil of Kenya until the
02:19 equipment that is required on the ground in Haiti is in place.
