00:00We must be allowed as a nation to promote those people who want to engage in this business of promoting the distribution and the sale of traditional alcohol.
00:11And I'm not calling it brew because it's traditional alcohol.
00:14And what is the point of putting licensing requirements for these people?
00:20For instance, a Mnazi seller in Mongulu today, the law tells him or her that he needs to seek a permit to be able to sell his or her Mnazi.
00:30But that permit comes with very stringent requirements.
00:33There's a whole committee at the district level, I think the Liquor Licensing Committee, that is composed of multi-sexual partners.
00:39People in caves, people in cafes, people in the county government.
00:43By the time that particular trader from Mongulu gets the nod to sell his or her alcohol, I mean, it takes ages for it to be certified.
00:51And it is a traditional alcohol.
00:54In any case, no one has ever died from consuming Mnazi.
00:58We've never seen anyone dying from the sale of Mnazi or Busa or Moratina for that matter.
01:04This bill is not targeted at anyone.
01:07I have no ill motive whatsoever to fight any business, any production house or any brewery that is engaging in the manufacture and production of alcohol.
01:19But what we are saying is there's been a tendency of many Kenyans towards having access to alcohol in the market, especially the quarters.
01:28If you restrict it to 750 ml, then Kenyans will actually be drinking for a vacation and not drinking just to get high.
01:35We will be able to ensure that the alcohol that you consume is safe and is of quality standards as opposed to many, many counterfeits in the market.
01:43In fact, this is a step up on the war against illicit liquor in the market.
01:50Mainly to curb the proliferation of illicit brews and most importantly to give space and recognition to those people who are in the practice and sale of traditional alcohol.
02:01Because for far too long they've been neglected, for far too long they've suffered at the hands of police officers who have criminalized the enterprise of selling Mnazi.
02:10So it's time we are telling these police officers that please let anybody who wants to engage in the sale of Mnazi sell and engage the same without any criminal issues against them.
02:24In any case, it has been proven time and time again that the sale of Mnazi, the sale of Mpusa and the sale of Maratina and its consumption is safe.
02:33No one has died. There's been never any complication. No one has even gone blind on the consumption of Mnazi, Mpusa and Maratina.
02:40So why criminalize them?
