00:17 Election Day.
00:18 A Filipina caregiver in Israel who protected her patient during a Hamas encounter is set
00:23 to go home.
00:24 The Philippine Foreign Affairs Department responds to China's intrusion claim.
00:29 Half of the world's countries are experiencing democratic decline.

00:44 The Commission on Elections says it would not be able to provide additional pay to teachers
00:48 who worked overtime during the 2023 Barangay and Sangguniang Kabataan polls.
00:54 COMELEC Chairman George Garcia explains, "Teachers who served as electoral board members cannot
00:58 claim overtime pay, as only employees of an agency are entitled to claim."
01:03 Progressive Group Teachers' Dignity Coalition wrote to Garcia on Tuesday, October 31, asking
01:09 the COMELEC to provide overtime pay to teachers who served in the elections for more than
01:13 a day.
01:14 TDC Chairperson Benja Basas says the COMELEC had granted the same request in previous elections.
01:20 The honoraria for poll workers for the 2023 Barangay polls were nearly doubled to as much
01:24 as P10,000 as the COMELEC tapped into its savings.
01:28 But TDC also reiterates its call to exempt teachers from paying a 20 percent withholding
01:33 tax on their honoraria and allowances, resulting in a deduction from their take-home pay.
01:40 Philippine authorities are set to repatriate a Filipina caregiver who heroically saved
01:44 her patient from Hamas forces.
01:46 Members of the Palestinian militant group Hamas intruded on the home of Camille Gessalva's
01:51 patient, 95-year-old Nitza Hefetz, on October 7.
01:54 After hiding from intruders for hours in an eventual confrontation, Gessalva gave Hamas
01:59 members all the money in her wallet, around 1,500 Israeli new shekel, or 375 U.S. dollars.
02:07 It was her savings for the vacation back to Philippines she was supposed to go on.
02:11 Israel Defense Forces eventually rescued the women on the same day and transferred them
02:15 to a shelter in Jerusalem.
02:17 The 31-year-old caregiver, who is set to come home soon, says she is determined to return
02:22 after a 50-day vacation.
02:24 Gessalva says she made a promise to Hefetz that she would take care of her until she

02:42 into Philippine waters."
02:43 This days after China's Southern Theater Command claimed a Philippine Navy vessel intruded
02:48 in waters near Bajo de Masinlok in the West Philippine Sea.
02:52 In a statement, the DFA says Bajo de Masinlok is, quote, "an integral part of the Philippine
02:56 territory and over which the Philippines has sovereignty and jurisdiction."
03:00 The shoal is considered a common fishing ground for Filipino, Chinese, and Vietnamese, which
03:05 means no country should be barring small-scale fishing in the area.
03:09 The DFA adds the Philippines' maritime patrols in its waters are a legitimate act, adding
03:13 there is no obligation for the nation to seek the approval of another to navigate the area.
03:18 In September 2023, China barred Filipino fishermen from entering Bajo de Masinlok by installing
03:24 floating barriers.
03:27 Half of the world's countries are suffering democratic decline, ranging from flawed elections
03:32 to curtailed rights such as freedom of expression and assembly.
03:35 Intergovernmental Watchdog International Institute for Democracy and Electoral Assistance, or
03:40 IDEA, says 2022 was the sixth consecutive year in which countries with net declines
03:45 outnumbered those with net advances.
03:48 IDEA says it's the longest consecutive fall since its records began in 1975.
03:53 IDEA Secretary General Kevin Casas Zamora says, quote, "In short, democracy is still
03:58 in trouble, stagnant at best, and declining in many places."
04:02 The think tank says the deterioration of democratic guardrails such as elections, parliaments,
04:07 and independent courts led to problems in safeguarding the rule of law and holding politicians
04:11 to account.
04:13 IDEA says the decline should be viewed in conjunction with the cost-of-living crisis,
04:17 climate change, and Russia's 2022 invasion of Ukraine.
04:22 Former actress Rika Peralejo hits back at critics after she and her husband, Joseph
04:27 Bonifacio, a Christian pastor, drew flak for joining a Halloween costume party with her
04:31 two children.
04:32 Peralejo says on Instagram it is a "super red flag" when people, quote, "cannot respect
04:37 the way you hear from God."
04:39 She adds, "Christians who impose their beliefs against the celebration of Halloween are playing
04:44 God and are the real horror story."
04:46 In a reply to a commenter, Peralejo says she would also discourage Halloween parties if
04:51 it means "demonic practices and evil stuff."
04:53 But, "If it's a big costume party with treats for kids, then I don't see why not."
04:58 The couple came as Super Mario and Saitama while their children came as characters from
05:02 the TV series Ninja Go and the online game Geometry Dash.
05:06 Some religious leaders caution against Halloween parties, which they see as a way of glorifying
05:11 the devil.
