00:46President Ferdinand Marcos Jr. signs into law the Magna Carta for seafarers, which contains
00:50the controversial execution bond.
00:52The law aims to protect the rights and welfare of Filipino seafarers around the world.
00:57The law covers various seafarer rights from fair working conditions, right to self-organization
01:02and collective bargaining, and protection against discrimination, among others.
01:06It also contains provisions for women seafarers, including protection from gender-based discrimination.
01:11The third bicameral version, which Marcos signed, has the contentious provision on execution
01:16bonds, which rights groups say benefit shipowners and manning agencies.
01:20Under the provision, in monetary disputes, undisputed amounts and damages will only be
01:25awarded once the decision is final.
01:27During the appeal period, seafarers must post an execution bond, which will only be reimbursed
01:32if they win the case.
01:34The concerned seafarers of the Philippines vowed to continue to fight the execution bond.
01:40Vice President Sara Duterte skips the House plenary debates on her funding request for
01:452025 Monday, September 23.
01:48This is the second time she snubbed congressional budget deliberations for her office.
01:52Social media posts indicate Duterte was in Daedka Marines Norte on Monday.
01:56Minority leader Marcelino Libanan says the majority will not push through with the debates
02:01unless the OVP sends an authorized representative.
02:04In 2022 and 2023, Duterte personally graced the budget debates in the House plenary.
02:10As of 6 p.m., Duterte or any OVP official have yet to appear before the House plenary.
02:16The Philippines votes in favor of a United Nations General Assembly resolution demanding
02:21that Israel end its occupation in Palestine not later than September 2025.
02:26124 out of the 193 member states vote in favor of the resolution.
02:31Israel, the United States and 12 others voted against, while Ukraine, which faces threats
02:36from Russia, abstained along with 42 others.
02:39The Assembly also adopted the International Court of Justice's advisory opinion on the
02:43legal consequences of Israel's occupation of Palestine.
02:47The UNGA also demands that Israel fulfill its obligations under international law.
02:52These are some of the recommendations.
02:57In May, a resolution backing Palestine's bid to become a full UN member was adopted.
03:02Meantime, Israeli forces raided al-Jazeera's West Bank bureau after issuing a military
03:07order to shut down operations.
03:09Israeli forces confiscated the bureau's cameras before leaving.
03:15Ukraine bans the Telegram messaging app on official devices used by government officials,
03:20military personnel and critical workers, as it believes Russia can spy on both messages
03:25and users.
03:26The National Security and Defense Council announces the restrictions after its intelligence
03:30agency presented a council with evidence of Russia's ability to access Telegram messages,
03:35including deleted ones, as well as users' personal data.
03:40After the decision was announced, Telegram issued a statement saying it had never disclosed
03:43anyone's data or the contents of any message.
03:46Telegram is heavily used in both Ukraine and Russia and has become a critical source of
03:50information since the Russian invasion of Ukraine in February 2022.
03:55Telemetryo data says about 33,000 Telegram channels are active in Ukraine.
04:01Ukrainian media estimates 75% of Ukrainians use the app for communication, while 72% see
04:06it as a key source of information.
04:10Geopolitical tensions are forcing Russian Swifties to hurdle great challenges just to
04:15see Taylor Swift live as she tours other countries in Europe.
04:18Reuters spoke to a number of Swift fans from Russia who say they've had to apply for multiple
04:23visas and book just as many flights.
04:26This is to circumvent restrictions imposed by Western countries that have shunned Russia
04:30ever since it invaded Ukraine in February 2022.
04:34Some Swift fans report flying to third-party countries like Greece or Italy, then transferring
04:38to the country where there's a stop on Swift's Ares concert tour.
04:42One 22-year-old Russian fan says he paid the equivalent of $3,200 for a full-on European
04:47trip to catch the show in Germany.
04:50Fans are also finding what they call workarounds to access Swift's music and other content,
04:55as platforms like Apple Music and Spotify have pulled out of Russia because of geopolitics.
