00:00 Thank you, Mr. Speaker. I rise, pass on to Standing Order 53-1, to seek a statement from
00:07 the Standing Committee on Education regarding the death in the school swimming pool on the
00:13 11th October 2023 of Master Hadas Kanyoramutahi, a Grade 6 pupil at Kimathi Primary School
00:22 in Bahati, Makadara constituency, Nairobi City County. In the statement, the committee
00:28 should detail the sequence of events surrounding the demise of Master Mutahi on that fateful
00:35 day, specifying circumstances dealing to his tragic death and whether it occurred within
00:42 or outside the school premises. Number two, the committee should provide a comprehensive
00:49 report on the school's actions upon confirming the death, the process of notifying the parents,
00:57 details of the incident, the incident reporting and immediate responses by the authorities,
01:05 including the Ministry of Education. Number three, examine claims of attempts to compromise
01:13 the ongoing investigations, as well as allegations of witness coaching, including the possibility
01:20 of coercion or intimidation of fellow pupils who may have witnessed the events leading
01:26 to the pupil's death. Number four, investigate allegations of abuse of office by the head
01:32 teacher, including claims of religious discrimination, exorbitant fees charged for remedial teaching
01:39 in contravention of directives from the Ministry of Education. Number five, state any plans
01:46 the Ministry of Education has put in place to ensure justice is served to the late Master
01:52 Mutahi, including compensation to his parents who have been devastated both psychologically
01:59 and financially by the needless death. And six, outline any measures by the school management
02:06 and the Ministry of Education to ensure the security, safety and well-being of learners
02:13 within Kimathi Primary School and other such institutions is enhanced from now on, while
02:20 looking into the possibility of transferring the siblings of the deceased pupils who may
02:26 have been traumatized and also afraid of victimization and possible psychological torture. I thank
