00:21 I also want to thank my colleagues in the minority party and the assembly for believing

00:27 It's also a new high for women leadership in Kenya.
00:31 Father sold to Nairobians the bottom-up transformative agenda, aimed at uplifting the less fortunate,
00:40 who include Mama Bogas and the Boda Boda's to prosperity.
00:45 Many bought our ideas and we resoundingly defeated our opponents.
00:51 One year down the line, the question dawning on us is whether we have lived to the promises
00:57 we made to our people.
01:00 What tangible deliverables can we show?
01:03 When we appreciate the policies that His Excellency the Governor Sakaja has been initiating,
01:09 we must ask ourselves, do the policies have immediate positive impact on the people?
01:15 As members of the county assembly, especially from the ruling party UDA, have we provided
01:21 the necessary support to His Excellency the Governor to achieve the party's agenda and
01:27 to what extent?
01:29 Members have in some occasions attended workshops and other events but failed to be embassed.
01:35 With this arrangement, carrying out oversight becomes very difficult.
01:41 This must urgently be addressed by all those concerned, including the office of the Clerk
01:46 of the Assembly.
01:47 With the lack of meaningful legislative output, the Assembly executes its mandate through
01:56 committees and the bills and the motions passed by the House.
02:00 Without laws enacted by the Assembly, the Governor cannot govern effectively.
02:06 Unfortunately, in the past one year, we have performed dismally.
02:11 Apart from the budget-related bills and planning documents, we have nothing else to show.
02:17 Our committees are no longer as active as they should be.
02:20 The previous leadership did nothing to address this matter.
02:24 The office of the Clerk of the Assembly and the county are telling that with the new leadership,
02:29 matters of legislation shall be given priority.
02:34 Regarding the county executive, we have the following to note.
02:37 One, a disconnect between the executive priorities and the realities on the ground.
02:43 Our people have already told us what they want the government to address.
02:48 This includes an end to traffic congestion, collection of garbage, repair of already impassable
02:54 roads, settlement of genuine padding bills, a stable supply of clean water and improved
03:00 environment.
03:01 Unfortunately, this is not what the executive is implementing.
03:05 We want to see results and not victory.
03:08 Payment of legal bills and harassment of traders by county as cadets.
