01:41 Weather Bureau Pagasa says weather patterns have changed due to the strengthening of the
01:45 high-pressure system over East Asia.
01:48 The southwest monsoon, which triggers rain in the western part of the country, usually
01:52 lasts from June to September.
01:54 The end of the southwest monsoon season means the country is, quote, "now in a gradual transition
01:59 to the northeast monsoon or Amihan season."
02:02 It brings cool, dry air to the Philippines and may also cause rain in the eastern part
02:06 of the country.
02:07 But Pagasa reminds the public the El Niño phenomenon persists and is expected to become
02:11 stronger later in the year.
02:15 The Philippine Statistics Authority says it has leads on who was behind cyberattacks that
02:19 hit the agency's Community-Based Monitoring System, or CBMS.
02:24 In an interview on ANC's Head Start, PSA Data Protection Officer Elisire Ambatali says
02:29 the entity responsible isn't likely the Medusa ransomware gang.
02:33 Medusa claimed responsibility for the failed health cyberattacks.
02:37 Ambatali says the hacker may have just wanted to brag and reiterate systems for the national
02:41 ID, PhilSEAS, and the civil registry are unaffected.
02:45 In a separate interview, DICT Cybersecurity Undersecretary Jeffrey Dee says the agency
02:50 believes the suspect is likely local.
02:53 He adds it may be an inside job by someone with access to internal systems.

03:04 student is due to natural causes and not because of his teacher's slap.
03:08 Antipolo Police say while the slap is not the cause of death, it will file a complaint

03:16 Abuse, Exploitation, and Discrimination Act, which carries a maximum penalty of eight years'
03:21 imprisonment.
03:22 The teacher is under 90-day preventive suspension while administrative proceedings are ongoing.
03:27 According to the boy's mother, Francis J. Goumikib was slapped by his teacher on September
03:32 20.
03:33 He complained of ear pain and dizziness after, but continued to go to school until September
03:37 26, when he fell into a coma and died on October 2.
03:41 The Commission on Human Rights and the Department of Education are conducting independent investigations
03:45 into Goumikib's death.
03:48 A recent Social Weather Station survey reveals only 33 percent of Filipinos say their quality
03:53 of life improved.
03:55 More Filipinos, or 45 percent, say their quality of life stayed the same, while 22 percent
04:00 say their quality of life declined.
04:02 The survey, conducted from June 28 to July 1 and released on October 10, comes as food
04:07 and basic good prices continue to soar.
04:10 SWS classifies the net gainer score, which is calculated as the percentage of those who
04:14 reported improved quality of life, minus the percentage of those who reported a decline.
04:20 The June 2023 net gainer score is very high at +11, but quality of life gains have yet
04:25 to return to pre-pandemic levels, where SWS reported a score of +18 in December 2019.
04:32 SWS says the net gainer score had historically been negative until 2015, where it saw a period
04:37 of consistent positive scores until the COVID-19 pandemic, when the net gainer scores began
04:42 to drop once again.
04:46 The Philippines is named the Asia-Pacific's Best Dive Destination for 2023 at the Travel
