00:00 This seaman intentionally went to his recruiter's office in Paranaque.
00:04 He got a check and refund from the company
00:08 because within 7 months of waiting, he still wasn't on board.
00:13 But he was surprised when the operatives of the Department of Migrant Workers of DMW arrived.
00:20 The closure order was brought and the place was blocked.
00:24 The company is called an illegal recruiter.
00:27 I just got my pay.
00:30 But I didn't think it would be like this.
00:33 I didn't know they would come.
00:35 DMW's agency is called OYC Hans Kacnak.
00:40 The case is that the owner of the establishment,
00:44 the RTM Consultancy Services,
00:51 the manager, and whoever else we see involved in the recruitment.
00:59 According to Kacdac, the RTM Consultancy Services is a consultancy firm.
01:04 But it recruited without a license from DMW.
01:08 And there is another big crime,
01:12 the placement fee was charged.
01:14 I think it was around P100,000 for our complainants.
01:21 This CIMA is now worried if he will be able to get his refund.

01:27 The P50,000 is tomorrow.
01:29 Another P65,000 is on the 20th.
01:35 I don't know if it's included because of what happened.
01:39 He's not the only victim.
01:41 In the closure order held by Kacdac, two complainants were listed.
01:47 A chief cook who was supposed to be loaded on a ship to Dubai,
01:50 who has a salary of P900,000 or P50,000 per month.
01:54 And an engine cadet.
01:56 All three were charged by the RTM with a P105,000 placement fee.
02:01 According to Kacdac, there should be no such payment for CIMA.
02:06 It's not yet clear if the RTM was able to send other CIMA abroad.
02:10 This is still part of the investigation we will do.
02:15 But most importantly, our three complainants were not able to leave.
02:18 CNN Philippines tried to get the RTM's payment,
02:21 but the manager refused and left the office immediately.
