00:09 Good afternoon sir and welcome to Traffic Center.
00:12 Good afternoon Sam and to all the viewers of your program.
00:16 Sir so when can our PUV drivers and operators expect their fuel subsidies?
00:22 The fund for this program is now on process with the DVM and we are just waiting for the
00:30 downloading of this fund to DOTR and LTFRB.
00:34 And once the fund is now with the DOTR and LTFRB, we can now immediately implement the
00:43 program.
00:44 Do we have a rough timeline sir?
00:48 We are targeting the downloading of funds because remember last week the DVM required
00:55 the LTFRB, the DOTR to submit one document and it was already submitted and so we are
01:02 now expecting for the DVM to release anytime soon.
01:07 But again if the DVM releases the budget this week, hopefully we can start to document,
01:16 to address some documentation after the release and implement immediately the program.
01:24 Okay that's good to know.
01:25 For this fuel subsidy program, are TNVS operators and drivers such as Grab, Joyride included
01:30 in the program?
01:31 TNVS is included.
01:32 Joyride and Grab is not a public transport.
01:39 They are a transport network provider, Sam.
01:42 So the subsidy will go directly to the operator, driver of the TNVS units.
01:50 Oh I see, okay.
01:52 So I know LTFRB mentioned that this is to be solely used for fuel purchases.
01:57 How will you monitor that?
01:58 How will you ensure that operators comply with this?
02:02 Yes, correct Sam.
02:06 The fuel subsidy is solely intended for the use of all our drivers and operators for their
02:14 daily consumption or their operation of the public utility vehicle.
02:18 So in order to monitor it, we have some measures that we provide.
02:27 One of which is the card, especially those beneficiaries who have already their own card
02:35 previously.
02:36 They can only use it for the authorized gas station because it's just like a debit card.
02:48 For those who will get their own, get their subsidy, they will also submit an undertaking,
02:55 the operator will submit an undertaking that they will only use the subsidy for the fuel.
03:02 So the advice is for the drivers, in case their operator failed to give the cards or
03:11 the amount for the fuel, they can get advice to inform the LTFRB.
03:17 Right, now if these drivers or operators are caught using it for something else, will there
03:21 be sanctions or violations?
03:23 Correct, under the guidelines that will be issued by LTFRB, the operator will be issued
03:33 short post order and go through a process to make sure that a penalty will be imposed
03:46 if it is approved.
03:47 Okay, now apart from the fuel subsidy program, do we have an update on the Jeepney fare hike?
03:53 Is there already feedback from NEDA about this?
03:56 Samuel, the hearing for the petition for fare increase is set next week, so we are expecting
04:06 that there will be deliberation coming from the board, including those involved, the petitioners
04:13 and other agencies involved in the preparation of the decision or the result of the petition.
04:25 Yes, we are also waiting for the position from the NEDA because it will also have an
04:31 effect in case there is an increase in fare, there will be an effect in our inflation rate.
04:38 So we always get the input of the position from the NEDA.
04:45 And sir, really briefly before we go, is the deadline for Jeepney consolidation in December
04:49 still in effect?
04:51 And what happens if operators or drivers are unable to meet the deadline?
04:55 Yes, Sam, the deadline is still on December 31, 2023 for the consolidation.
05:05 That is a firm from our end, the department in the LTFRB.
05:11 For those who will not consolidate after the deadline, the LTFRB will be coming out with
05:21 policy guidelines on what will happen, what will be the guidelines for those who failed
05:28 to consolidate.
