00:00 The Transportation Department and National Economic and Development Authority will meet in December
00:05 to discuss whether the government will continue the loan to China for the Philippine National Railway's South Long Haul Project.
00:13 In a hearing for the 2024 budget of the DOTR, Undersecretary Cesar Chavez said
00:20 that the application for the 142 billion pesos loan for the re-establishment of the PNR-Bico Line has not yet been approved.
00:28 President Bongbong Marcos ordered the DOTR to reopen the negotiations in China
00:34 after the Duterte administration canceled its application for the loan because it was just presented by the bank.
00:41 "Yusek, TJ and I and the former Undersecretary of Finance of DOF met with the Chinese Embassy,
00:50 the Economic Councilor, and informed them what's your definitive plan on the South Long Haul and we were given no clear direction on this."
01:01 Even if the agreement with China is canceled, it is still possible for the PNR-Bico Line to be built.
01:08 According to Chavez, the government may look for other loans or build the railway line through a public-private partnership.
01:17 The DOTR's budget of P214.3 billion pesos for 2024 will go to railway projects
01:25 like the Metro Manila Subway and PNR Line from Tarlac to Laguna.
01:30 The Land Transportation Office promised to resolve the backlog in 2024 on the issue of plates for cars and motorcycles.
01:39 But the agency is still studying if the driver's license visa will need to be extended again
01:45 because of the court's suspension on the production of plastic cards.
01:49 "The TRO's expiration is on Wednesday, which we are confident that it will not grant an injunction.
01:58 But as you said, Madam Chair, in case it will be granted, we will extend the licenses."
02:04 "Can we agree that it will be only a 12-month extension?"
02:09 "We'll get guidance from DOTR because this has implications for the revenue-generating capacity of the LTO."
02:15 They did not fund the free ride and public utility vehicle modernization for 2024.
02:21 But according to Transportation Secretary Jaime Bautista, this is not a barrier to the program.
02:27 "We still have the equity subsidy that we left in the budget, so we can use this for 2024."
02:42 For now, DOTR is still waiting for the Budget and Management Department to issue a P3 billion fund for the fuel subsidy
02:50 for the drivers of public utility vehicles, which can receive P1,000 to P10,000 depending on the type of vehicle.
