00:00 Now, the week is coming when the implementation of revised travel guidelines for Filipinos leaving the country should be implemented.
00:08 But it was suspended.
00:10 The Justice Department listened to the call of the Senators to postpone its implementation.
00:28 A resolution was approved by the Senators for this.
00:31 Justice Secretary Boyeng Rimulya insisted that 97% of the passengers were not affected by the revised guidelines.
00:50 But they are ready to review it.
00:53 The real problem is the attitude of the immigration officers.
00:58 That's why we talked to the Tansinco Commission.
01:02 Their training is really reminders on how to handle situations where questions have to be asked.
01:10 DOJ explained that the purpose of the revised guidelines is to streamline the departure procedures
01:17 so that the process of letting passengers leave is more organized.
01:22 It's not intended to make it difficult for the public.
01:25 DOJ is also adamant that it is a fight against human trafficking.
01:29 That's right, but there are ways to do it without undue and unnecessary requirements that are really burdensome to our people.
01:37 DOJ reminded that even if the revised travel guidelines are suspended,
01:41 other travel and immigration procedures remain effective.
01:46 Immigration still has to ask questions that are not in the guidelines.
01:52 For example, return ticket. Can a tourist not have a return ticket?
01:56 If you don't have a return ticket and you're a tourist, you're not a tourist. How can you go home?
02:01 Even business groups are against the revised guidelines.
02:04 Checking or validating for the travelers is an added bureaucracy.
02:09 Our immigration booth is quite limited and very often we can see long queues.
02:16 That doesn't look well for both our local travelers, even for foreigners.
02:21 Having companies undertake more than the usual requirement or need to be able to secure the legitimacy of the travel
02:30 really would be burdensome and would add another layer of a cost.
02:34 According to Rimulya, they are just waiting for the Senate's invitation to call them to clarify the revised travel guidelines.
