The state weather bureau on Saturday, Aug. 26, hoisted tropical cyclone wind signal (TCWS) No. 2 in northeastern portion of Isabela and extreme northeastern portion of mainland Cagayan and forecasted that the typhoon-enhanced southwest monsoon or "habagat" will bring rains over the areas of Luzon, Visayas, and Mindanao.

01:29 a large part of Cagayan, Batanes, and Eastern Isabela
01:33 in the next few hours.
01:35 We also have associated with the color red circle,
01:38 these are the three and four storms
01:41 that have the strongest wind due to the storm.
01:44 When it arrives tomorrow,
01:46 we expect that the storm will move a little further.
01:49 This is the storm Goring
01:51 and it is possible that it will become a super typhoon
01:53 when it arrives at night.
01:55 Then we expect that it will move northward
01:59 and will move when it arrives on Monday
02:03 to the northeast and then northward.
02:05 Then when it arrives on Monday and Tuesday,
02:07 it will move northwest and will move faster.

03:10 the wind will blow strongly
03:12 and it may cause damage to crops,
03:16 small trees,
03:18 and damage to the weak structure
03:21 in the province of Pawin or Kahoy.
03:24 We have the Tropical Cylon Wind Signal No. 1
03:27 here in Batanes, Babuyan Islands,
03:29 eastern portion of mainland Cagayan,
03:31 eastern portion of Isabela,
03:33 and in the northern portion of Aurora
03:36 where the wind will blow for the next 24 hours.
03:39 And while the storm Goring continues to move eastward,
03:43 within the next 48 hours,
03:45 it is still possible for us to have a Tropical Cyclone Wind Signal
03:48 in a large part of Cagayan Valley and Aurora Province.
03:51 In terms of heavy rainfall,
03:55 today and tomorrow,
03:57 we expect the strongest rain in the eastern portion of Cagayan.
04:01 So it is possible for us to have heavy rainfall warnings there.
04:04 Be careful of possible floods or landslides.
04:07 We also have 50 to 100 mm of light to moderate
04:11 with at times heavy rains
04:13 here in Babuyan Islands,
04:14 the remaining portion of mainland Cagayan,
04:17 eastern Isabela,
04:18 northern Apayaw,
04:19 Abra,
04:20 Ilocos Norte,
04:21 Ilocos Sur,
04:22 and northern Aurora.
04:23 So be careful of possible heavy rainfalls over this weekend
04:27 that could cause floods or landslides.
04:30 Meanwhile, the Habagat or Southwest Monsoon,
04:32 which is still being strengthened by the storm Goring,
04:35 so we expect rainfalls in places far away from the storm.
04:39 If it reaches tomorrow or today,
04:41 we expect the strongest rainfalls in Zambales, Bataan, and Occidental Mindoro.

05:40 plus almost the whole of Visayas and Zamboanga Peninsula
05:43 and the provinces of Dinagat Islands and Kamiguin.
05:46 We repeat, this is because of the coastal areas and those in the mountains are affected by the strong winds.
05:53 We also have a gale warning effect of strong winds.
06:00 When the wind is strong, the waves are high.
06:02 So, it's possible that the waves are up to 4.5 meters or at least one and a half floor of a house.
06:08 This is a warning for the provinces of Batanes, Cagayan, including Baboyan Islands, Isabela, and Aurora.
06:14 So, it means that if we have a gale warning,
06:16 it's possible that there will be sea travel suspensions.

07:55 the eastern portion of Kagayan, Isabela, stormy weather,

08:04 We will experience rains with gusty winds today due to the Goring Typhoon.
08:08 The rest of Kagayan Valley, Cordillera Region, Ilocos Region, Central Zone, NCR, Calabar Zone, and Mimaropa.
08:15 We expect that the weather will be cloudy for almost the whole day and it will bring heavy rains and thunderstorms
08:21 like the southwest monsoon.
08:24 While in Bicol Region, the sky is partly cloudy and sometimes cloudy.
08:28 The chance of heavy rains is also high due to the Habagat.
08:32 Today, we expect that the sky is partly cloudy and sometimes cloudy in the whole of Capizayaan.
08:38 So, the chance of rains is low in some areas.
08:41 But here in Western Visayas, the chance of thunderstorms is high when the sun sets.
08:46 In Mindanao, it will not be raining today but we expect that the sky will be partly cloudy
