The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned on Thursday, Feb. 20 that moderate to heavy rains may affect parts of Luzon and Visayas due to the shear line and the northeast monsoon (amihan).

00:17First is the Northeast monsoon or the wind that is blowing here in a large part of Luzon.
00:24Meanwhile, we also have the easterlies, which is the hot and windy wind coming from the Pacific Ocean.
00:31The Northeast monsoon, which is the cold wind, and the easterlies, which is the hot wind,
00:36this interaction is resulting in the so-called shear line that is affecting the eastern section of southern Luzon and the whole of Visayas.
00:49For the time being, we expect that in the Bicol region, Maropa, Laguna, Rizal, and Quezon,
00:59there will be heavy showers and heavy rains resulting in the shear line.
01:05Meanwhile, due to the Northeast monsoon, we expect that in Cagayan Valley, Cordillera Administrative Region,
01:13and Aurora, there will be heavy showers and heavy rains.
01:18For Metro Manila and a large part of Luzon, particularly here in the Ilocos region,
01:23we expect that there will be clear skies, but there will be isolated light rains or thunderstorms throughout the day.
01:32The temperature for Metro Manila is 22 to 30 degrees Celsius.
01:37Lawag is 23 to 33 degrees Celsius.
01:40For Tegugarau, we expect 21 to 27 degrees Celsius.
01:44Baguio, 15 to 24 degrees Celsius.
01:47Tagaytay, 20 to 27 degrees Celsius.
01:50And Legazpi, 23 to 29 degrees Celsius.
01:55For Palawan, the whole of Visayas, and also here in Karaga, the end of the shear line,
02:01we still expect heavy rains.
02:05That's why it's important for our countrymen to be aware of the possibility of flash floods and landslides.
02:13For a large part of Mindanao, we expect clear skies,
02:18but we also expect that it will be hot and foggy during the afternoon,
02:23with a high chance of localized thunderstorms in the afternoon and evening.

03:23here in Quezon, Camarines Norte, Catanduanes, Camarines Sur, Albay, Sorsogon,
03:29Masbate, Samar, Biliran, Leyte, Southern Leyte, Dinagat Islands, and Surigao del Norte.
03:36Beware of flash floods and landslides.
03:43For tomorrow, we expect moderate to heavy, 50 to 100 millimeters of rain
03:50here in Palawan, Oriental Mindoro, Romblon, Masbate, Albay, Sorsogon,
03:55Northern Samar, Samar, Biliran, Eastern Samar, Leyte, Southern Leyte,
04:00Dinagat Islands, Surigao del Norte, Aklan, and Capiz.

04:07For Saturday, this is the end of the shear line.
04:10Here in Palawan, we expect moderate to heavy or 50 to 100 millimeters of rain.
04:18We don't have any gale warnings in any seaboards of our country.
04:22But the weather is still different here in our seaboards,
04:26in Eastern and Northern Luzon.
04:29That's why we still expect high waves.
