06:30 Despite this, the operation of the ferry is still alive under the management of Manila Metropolitan Development Authority or MMDA.
06:40 In 2014, MMDA revived this with two main objectives.
06:47 First, it serves as an alternative mode of transportation due to traffic congestion.
06:52 And second, it serves as a lifeline during 7.2 magnitude earthquake.
06:58 It can transport goods and people who need to be rescued.
07:04 So it really needs to be kept open, clean, and maintained properly.
07:10 So for you, what is the condition of Pasig River? What is its condition?
07:16 Compared to 2014 revival, Pasig River has changed a lot.
07:23 Fishermen say that there are now fish that are alive.
07:28 There are tilapia compared to before, where there were dead animals, dead people, and floating garbage from houses.
07:39 Because the initiative of the government is continuous.
07:44 We noticed that there are regular people who clean the water lines.
07:52 A big obstacle in the river.
07:55 Near the terminal, someone is waiting for the ferry.
08:03 You know, the reputation of Pasig River is bad.
08:06 But you and your fellow fishermen here, they are the proof that this river is alive because they are living here.
08:18 Fernando has been a resident of Pasig River.
08:22 He is here to serve his vlog.
08:30 How long have you been fishing here in Pasig River?
08:33 It's been a long time.
08:34 It's exciting. It relieves stress.
08:38 What do you catch here?
08:40 If there is a season, like now, tilapia or chamba.
08:47 But the fish that I catch here now, in this season, are tilapia and chamba.

09:13 According to the Department of Environment and Natural Resources,
09:23 the quality of water in Pasig River has changed a lot.
09:27 There are 8 species of fish, more than 30 species of birds,
09:33 and different plants and trees can be found here or around the river.
09:38 This is considered a big achievement of the government.
09:43 The Pasig River Rehabilitation Commission, which was formed in 1999, helped here.
09:50 But after 20 years, it was taken over by the Duterte Administration
09:56 because the river is not yet clean.
09:59 If there is a child of Pasig, this is Manila.
10:13 Like many civilizations in the world, Manila was formed next to the river.
10:20 Before the roads were laid, the Pasig River was the first highway.
10:32 The Pasig River was a fast-flowing river.
10:38 The formation of Manila was also fast.
10:42 But it was like leaving the river.
10:45 A group is doing a heritage walk in Manila.
10:53 Diego Torres is the president of the group Renasimiento Manila.

11:19 We are here at Riverside Drive, one of the parts of Intramuros facing the Pasig River.
11:25 What is significant here, although it is different now,
11:29 is that this used to be an important economic part of the city of Manila.
11:33 This was the port of Manila.
11:35 This was the loading place for cargo, big ships.
11:39 And unloading as well, cargo, passengers, both sides.
11:44 The road on the other side is called Muelle de la Industria, which means "K" or "Pier".
11:51 It is really a road.

11:55 When Manila was being colonized, it was called Pearl of the Orient, etc.

12:05 Why was it so beautiful?
12:08 Manila was one of the most important global trade centers for almost 400 years due to the Manila Galleon Trade.
12:16 It connected the global trade between Asia, America, and Europe.
12:21 The area of Manila, which is where we are right now, Intramuros, commanded the mouth of the Pasig River.
12:28 That meant that the trade coming from the upstream area, from Laguna de Bay, would flow here.
12:33 And then the trade from international waters, from Manila Bay, would stop by this area.
12:39 It is in Rizal's novel that this is not just a commercial center, but it is a road.
12:45 Right now, what happened and how would you describe the Pasig River today?
12:50 From being the center of economic activity, by the middle of the 20th century,
12:55 it started moving generally concentrated in the streets.
13:00 There were no upgrades since the years after the war up until the more recent years.
13:06 So you have industries sprouting there, and then of course, informal settlers settling to the sides of the river.
13:14 So it's a compound of these issues.
13:16 And you look at the river now, you'll see the pollution of course, the marked pollution there, as well as the lack of activities in the river.
13:26 A long time ago, a bridge was built here that blocks the historical view of the river.
13:34 And now, there is a plan of a Grand Expressway that will be built right on top of the river.
13:44 It will start from Manila and will cross six provinces that are connected to the river.
13:51 It is 19 kilometers long.
13:55 It could be the day of a bright river that Rizal envisioned.
14:03 I think Pavek's project is a project that is not suited for the river.
14:11 Why? Because instead of revitalizing the existing waterway, you're going to build on top of it.
14:17 And actually, if you have a structure on top of the river, that poses several threats.
14:22 The effect of that on the integrity of the structures nearby.
14:25 Because part of the Expressway will pass through Intramuros.
14:28 So just imagine, if you look at the back of Fort Santiago, because that's a passing river,
14:34 you'll see there the lower part of the Expressway, which is like a galley.
14:41 Connecting it to R10 by the passing river.
14:44 The fort has been there since 1587.
14:46 So any digging on the river, that is not studied, will affect the walls of Intramuros,
14:51 the buildings along the way, even the ones in Escolta and Binondo that are built near the passing river.

15:34 that have a signature campaign to stop the construction of the Expressway in Pasig.

15:52 Because the six cities and municipalities that will pass through this,

17:17 When you insert a six-lane concrete elevated highway on top of the Pasig River,
17:26 it changes the whole environment around those neighborhoods.
17:32 This is where we will be adding to the heat, the pollution, the noise,
17:40 and many other aspects that will affect the welfare of Filipinos in Metro Manila.

17:52 One of the agencies approved the Pasig River Expressway Project
17:57 by the Toll Regulatory Board of the Department of Transportation.
18:01 Basically, the Pasig Parks Project…
18:04 …is a solution for the flooding of Metro Manila.
18:09 Based on the study we did,
18:12 if you're coming from Manila, Gawindot, Taguig,
18:15 when there were no parks,
18:17 you would see the travel time of around 2 hours and 30 minutes.
18:21 But on these parks, with a design speed of 60,
18:24 you can travel for 20 minutes.
18:27 That's how fast it can help us.
18:30 You know, Javi, that's what the proponents would want us to believe,
18:35 that something like parks will alleviate traffic.
18:39 But, you know, transport and urban planners all over the world,
18:43 they know that urban expressways will actually create more congestion, more traffic.

18:52 Ginoong Si's vision is to make the Pasig River Ferry System wider.

19:00 Instead of building large posts on the river,
19:04 it will be a bridge for the residents to pass through.
19:08 They plan to build parks in a very high-risk earthquake zone.
19:15 The whole stretch of the Pasig River is a high-risk earthquake zone,
19:21 and it's also a high risk for liquefaction.
19:25 So can you imagine, in the event of a disaster,
19:30 the Pasig River might be one of the best ways to move around the city
19:36 as a disaster travel option.
19:40 So in a way, building parks will reduce our resilience to disasters.

19:51 In a growing city,
19:54 the Pasig River is expected to be a source of wealth and prosperity.

20:01 A foundation for a concrete roadway,
20:04 that will be its future.

20:17 In 2021, the Duterte Administration approved a project under several conditions.

20:26 One of which is, number one, this should be a hybrid expressway.
20:32 And a hybrid expressway means it should be able to accommodate
20:37 intermodality with mass transport systems like the bus rapid transport system.
20:43 It also requires that there should be complementary bicycle lanes
20:49 and pedestrian paths for that matter.
20:53 How will the bike be moved?
20:55 There are walkways going up,
20:57 and as we looked into the concept that is being finalized,
21:02 though nothing is permanent on it,
21:05 there will be ramps that will take into consideration how this can go up.
21:11 Parrocks will link Eastern and Western Metro Manila.
21:14 We tried to get a few more main proponents of Parrocks,
21:19 the San Miguel Corporation or SMC,
21:23 but they did not give us a statement or a statement.
21:27 Yeah, that's why I'm asking to be unmuted.
21:29 In a public hearing held last year,
21:32 SMC clarified a few issues regarding the project.
21:37 We are not only providing new capacity to address the worsening traffic.
21:41 Of course, with traffic, we do know that there are dire consequences

21:48 These were all embedded in the analysis together with an estimate
21:52 of how much greenhouse gases will be reduced
21:56 if all of these additional capacities and easing up of traffic are put in place.
22:00 And that's exactly what Pacific River Expressway is hoping to achieve.
22:03 It is not unusual to come across geological challenges like this in the entire Metro Manila.
22:11 In fact, you build anywhere in Metro Manila, a major structure,
22:15 that will equally be challenged by all of this.
22:18 But let me assure you that engineering solutions
22:21 and all the engineering designs that will address this will be put in place.
22:25 In terms of concern on cultural heritage, cultural sites,
22:30 when we decided to go on with PASIG,
22:33 there was a broad stroke understanding that all of this will be taken into consideration.
22:38 In fact, when we did decide to implement this.
22:40 We can say that there are two images that are fighting for the opening of Pacific River
22:49 and the surrounding villages.
22:53 This is the PASIG Expressway.
22:55 This is the PAREX or Expressway above the river.
23:02 And this is the picture of the beautiful and organized Pacific River.
