00:55 The BRP, Sierra Madre, will not move an inch in Ayungin Shoal.
00:59 China has repeatedly claimed that the Philippines had promised to remove the grounded Navy ship
01:03 from the West Philippine Sea.
01:05 But Mr. Marcos says he's not aware of any such agreement.
01:09 The president stresses that even if there is any truth to China's claim, he is now revoking
01:15 it.
01:16 I'm not aware of any agreement that the Philippines should remove from its own territory, its
01:27 own ship, the BRP Sierra Madre, from the Ayungin Shoal.
01:34 And let me go further.
01:37 If there does exist such an agreement, I rescind that agreement as of now.
01:44 And let's go straight to the source of the story.

02:07 Now, that China's claiming that the Philippines had committed to tow away this BRP Sierra
02:21 Madre.
02:22 First of all, sir, parang napapansin niyo ho ba?
02:26 Meron kasi akong kausap sa'yo.
02:27 Para tayo nagiging defensive.
02:28 Parang kailangan pa natin patunayan na walang katotohanan yung sinasabing meron tayong commitment.

02:42 I mean they're lying from the very start.
02:44 Yung sinasabing nila na aalisin, may air commitment tayo na aalisin yung barco sa Iungin Shoal,

02:54 And then they were lying, yung kaya nila binomba yung Coast Guard natin ng water canal kasi

03:02 They've been lying ever since so bakit pa kailang mapaniwalaan yung mga tao na yan, di ho ba?
03:09 So talagang unacceptable yung ginawa nila.
03:13 They're just trying to justify yung actions nila.
03:16 Wala naman talaga.
03:18 Hindi pwede i-justify, Ms. Pinky.
03:20 Paano kaya mangyayari, Kong Erwin?
03:24 Kasi ang sabi ng China from last I checked, yung incident sa Iungin Shoal, how they reacted
03:31 or responded to it, and I quote, "professional, restrained, and beyond reproach."
03:37 Nakausap ko po si Senator Risa Ontiveros kahapon.
03:40 Sabi ko nga kapag sabihin na "restrained", para bang nagpigil pa sila.
03:44 Tayo ho ba ay kailangan maghanda ang Coast Guard, ang Navy, well the AFP in general,
03:50 sakaling magkaroon na naman ang resupply mission.
03:53 And surely there will be one that posibly pong the same thing happens, number one, or even
03:59 a worst-case scenario.
04:02 I have a resolution, Ms. Pinky, filed a couple of days ago asking for a joint patrol not
04:10 only with the United States Coast Guard, but other countries like Japan, South Korea, willing
04:17 naman to patrol with us.
04:19 Kasi pag tayo lang yung barko natin, maliliit yung Coast Guard, so talagang nabubuli.
04:26 Whereas yung mga Coast Guards ng other countries, malalaki yung ship nila, hindi nila magalaw-galaw.
04:32 So yung kaya lang nila, kagaya natin, maliliit.
04:34 So the resolution that I filed was to immediately ask the United States and our allies to help
04:41 us patrol the West Philippines.
04:44 Para hindi tayo mabuli.
04:46 Another thing, para makapag-resupply tayo.
04:48 And it's just the Coast Guard.
04:49 Sinasabi ng iba, parang magiging act of war na yan.
04:53 Sabi ko, no, it's not, because it's just Coast Guard also.
04:56 Pinatapat natin is also Coast Guard and Coast Guard of another nation.

07:46 And then he's been receiving reports that the crew or crews of these Chinese vessels,
07:53 they come down at night to party in Pasay, Ross Boulevard or even in Boa.
08:00 And I said sir, baka hindi po, okay lang, kung talagang kaparty.
08:03 What if members ito ng People's Liberation Army or intelligence community of China getting
08:11 information right now in Metro Manila, then naglalagay sa alanganin our national security
08:20 o baka na-compromise na ang siguridad ng ating bayan.
08:24 So immediately we filed a resolution the other day in aid of legislation to investigate this
08:31 concern of the Speaker na nakakababa ito mga Chinese crew vessels dito sa Metro Manila,
08:41 where they should not be, they're not allowed to come down.
08:45 There's so many questions regarding that, sir.
08:47 So you're talking about the resolution that you filed, House Bill 1171, if I'm not mistaken,
08:54 ito po yun.
08:55 Ang pagkaintindi ko po dito is to investigate the dredging of Chinese companies in Manila
09:00 Bay.
09:01 Just for clarity, sir, ito ho ba, tama ho ba to investigate Chinese companies dredging
09:06 in Manila Bay?
09:08 Is it to investigate the crew of these ships or is it to investigate all the reclamation
09:14 project in Manila Bay, sir?
09:16 Actually, there's already a resolution filed earlier by the Makabayan bloc regarding this
09:24 matter.
09:25 When this started, I think they filed last year, they contradict that they don't want
09:31 to go against the reclamation for reasons of environmental problems.
09:37 Yung finahil ko naman is security reasons dahil niya, atsaka and at the same time, yung
09:48 issue about our fishermen, our hotel and restaurant workers, mawawalan sila ng trabaho.
09:52 I want that Congress will look into this.
09:55 So kailangan isoma ng PRA, isoma ng labor, Coast Guard, immigration to look into this.
10:04 We will just wait.
10:05 Tomorrow, next week, it will be assigned to a committee kung sino ang ... But I believe
10:11 this will be a joint committee hearing on this matter.
10:15 Probably labor, probably environment, community environment, and also peace and order.
10:23 Peace and order, right.
10:25 So ihiwalay po natin yun.
10:27 Meron po yung Makabayan on the reclamation activities.
10:30 Itatabi nyo po yun yung inyo.
10:33 Maliban po dun, your resolution looks into the security concerns, tama ho ba, of what,

10:41 I just want to be clear.
10:42 Is it of Chinese companies involved in the reclamation projects or all those ships, kung
10:48 sino, ano man saan silang galing, ano man ang kanilang nationality, yung mga crew na
10:53 nandon?
10:54 Lahat ho ba?
10:55 O Chinese lamang?
10:56 Lahat ng crew, Miss Pinky.
10:59 Pero nag-surveillance yung mga tao ko yesterday, the other day, and may video.
11:06 Halos lahat, I think about 50 or 60 ships, puro Chinese yung markings.
11:13 So pero hindi lang Chinese.
11:15 Pero kung Filipino siya, bakit na natin kailang investigahan?
11:18 Yung mga foreign vessels lang siguro after yung sinasabi ng U.S. embassy na itong Chinese
11:26 construction company is involved sa construction ng military base ng China, pagkatapos yung
11:33 info ni speaker na bumababa yung mga crew sa gabi at namamasyal.

11:46 Sir can you tell me more about your conversation with Speaker Martin Romualdez because I did

12:07 Immediately after he landed from an Indonesian trip, yung nga, yung isara niya yung rice
12:16 export in China to the Philippines, Vietnam.
12:18 I mean, not China, but Vietnam.
12:21 So immediately after he landed, I was having a meeting with the House Appropriations Chairman
12:29 Sal Dico.
12:30 That night when they arrived, he called up Chairman Ko, nangusta, and then sabi ni Congressman
12:39 Ko, we're talking about dito sa Manila Bay reclamation.
12:42 That's when he said, "Oh by the way, as Tulfo, I've been hearing there are crews na mga Chinese
12:49 vessels sa reclamation na bumaba ba sa Manila Bay.
12:53 Ask him to look into this the next day."
12:55 So that's what I did.
12:56 I dispatched my staff, yung video team ko.
13:00 They went around Manila Bay at nakunan ng mga videos.
13:03 Positive nga na almost 50 or 60 na mga vessels dyan ay may mga Chinese markings, Ms. Pinky.
13:10 Ito siguring sinasabi ng Speaker na bumaba ba at night.
13:14 So we asked the Coast Guard and Coast Guard said it's not our job.
13:17 It's Bureau of Immigration to monitor.
13:20 But Immigration is also saying, "No, that's not our job.
13:23 It's Coast Guard."
13:24 Dahil galing sa dagat yung mga tao niya.
13:26 So nagkakaroon ng finger pointing, so who is responsible.
13:30 The question now is, so who is watching these people coming down every night on our shores

14:29 Unfortunately, yung mga Filipinos na may mga banka dyan sa Maypasay, dyan sa Paranaque,
14:37 yun ang tinatak nila.
14:38 Dyan sila sumasakay for a fee.
14:41 Parang taxi, water taxi.
14:43 Susunduin sila and then ibabalik sila pagkatapos ng happy happy daw ng 2 or 3 a.m.
14:50 So that's what's happening.
14:51 No, these Chinese ships, they're involved in the dredging, itong pagkatatambak ng lupa
14:56 dyan sa Pasay.
14:58 So they're anchored there and they've been there for several months now, Ms. Pinky.
15:04 And this really is a problem sa mga establishments, not establishments but mga kababayan natin,
15:15 yung mga fishermen, yung mga hotel and restaurant workers.
15:20 They don't know what future they will have pag natabunan ng lupa yung entire Manila Bay,
15:27 Ms. Pinky."
15:28 In fact the President said hindi na daw niya makita yung tubig sa Manila Bay.
15:32 So babalikan ko lang po ito, sir.
15:34 Hope you don't mind.
15:35 So parang meron po silang water taxi, sabi niyo, mula dun sa malaking barko na nakadao
15:39 nga doon, naka-anchor because they're involved possibly in dredging activities.
15:44 They go to land and they party, sabi niyo nga.
15:48 Saan nun sila nagpupunta?
15:51 There's a lot of, ika nga, restaurants and KTV bars along Pasay, along Baklaran.
16:00 So pag napansin mo Ms. Pinky, magdumaan ka lang dyan.
16:04 I go to Baklaran because every Wednesday, ang dami na dyan ng mga Chinese characters
16:08 ng mga KTV.
16:10 So syempre yung matitina-cater noon, yung mga Chinese clients po, hindi po Filipino dahil
16:15 hindi mo naman maintindihan yung ano nakasulat doon sa labas, it's Chinese characters.
16:19 Talagang yung purpose noon are for Chinese citizens probably working in our Pogos and
16:25 then dito nga.
16:26 But this project has been going on for half a year now.
16:30 Six months na.
16:31 Padami-padami yung barko Ms. Pinky.
16:32 Dabadami sila every day.
16:36 Sir, I remember you said that there's a concern, a possible security, possible lang naman po
16:42 security concern regarding this.
16:44 My question is number one, if they are workers in those 50 to 60 ships that are anchored
16:51 in Manila Bay for reclamation projects, number one, are they allowed to go to land?
16:58 Yun muna.
16:59 Number two, sino ba dapat ang nagbabantay?
17:04 Could you respond to those questions, sir?
17:07 That's why I asked the Philippine Coast Guard and the Coast Guard's saying it is the responsibility
17:14 of the Bureau of Immigration.
17:16 When I talked to the spokesman of the Bureau of Immigration and he said like I think Congressman
17:22 it is the job of the Philippine Coast Guard kasi nasa dagat po yan.
17:26 So lumalabas Ms. Pinky, nobody's watching these people.
17:31 You know na isang ship naglalaman ng 20-30 na crew.
17:36 So you multiply that 20 or 30.
17:38 Sabihin nalang 1920 times 50.
17:41 So ganun kadami.
17:42 Parang 1,000 na tao.
17:43 Pero hindi naman siguro lahat bumababa yun by the hundreds na siguro every night.
17:49 But yet, but then, syempre, nakakatakot na rin.
17:52 We do not know.
17:53 Wala nang magmonitor.
17:54 Sabi ng immigration, no they cannot.
17:55 They do not have working visas.
17:56 So hindi sila pwedeng bumaba.
17:57 Para silang ordinario lang ng mga crew ng barko na hindi sila pwedeng bumaba.
17:58 So dapat pala, nananatiri lang sila doon sa barko.
17:59 Now here's the question, sir.
18:00 Pending your resolution, what is the status of the Philippine Coast Guard?
18:01 Is there anything that can be done at the moment prior to hearing your reso?
18:31 The speaker and the president are communicating almost every day.
18:34 So I wasn't surprised when the president gave the instruction immediately after we filed
18:40 the resolution.
18:41 Siguro parang minutes pa lang or about an hour later when we filed it in Congress, the
18:46 president issued a directive na all reclamation project will have to cease or stop.
18:53 And that's what PRA is waiting right now to find out kung ito stop indefinitely or temporarily
18:59 kasi the president said isa na lang ang maiiwan.
19:01 So PRA according to them when I talk to them are just waiting or just waiting for the instruction
19:07 of the president at kung ano yung maiiwan.
19:10 So it's a welcome news development.
19:13 Ibig sabihin everybody has to stop.
19:16 Siguro naman the Bureau of Immigration listening to us right now, our Coast Guard will do something
19:20 about it.
19:21 Bantayan yung shores natin yan sa Ross Boulevard making sure walang nakakababa ngayon ng mga
19:27 crew member ng mga vessels na yan, Ms. Pinky.
19:30 And that appeal of yours, you feel should be done as soon as possible?
19:34 Kailangan po meron na magbantay ngayon pa lang?
19:38 Yes, because when I talked to them the other day, they're pointing at each other.
19:43 So it means to say, hindi sa amin yan sa immigration yan.
19:48 Si immigration naman hindi sa amin yan, si Coast Guard yan.
19:51 So walang nagbabantay, Ms. Pinky.
19:53 Ibig sabihin nun, ito mga tao nito malaya nakakababa.
19:57 That is the problem.
19:58 Kaya nangamba ang ating speaker na pakitignan mo nga kasi may natanggap ako na balita na
20:04 bumababa sila.
20:05 And true enough, nung tanongin ko yung dalawang agencies, they're saying it's not my job,
20:10 it's his job.
20:11 So they're finger-pointing dito sa incident na ito, sa issue na ito, Ms. Pinky.
20:18 Ako ni Pangulong Marcos, as you mentioned a while ago, all projects, reclamation projects
20:24 are suspended except for one.
20:26 Kong Erwin, do you know ano po yung project na matutuloy?
20:29 Kasi kahit po yung PRA hindi alam.
20:33 Well, I believe according to the PRA, when I asked them kung ano, they're saying they
20:39 want to, they will look first.
20:40 Kasi the President said may isa daw diyan talagang nakasunod sa guidelines, sa requirements,
20:46 sa rules.
20:47 Pero yung iba, actually lima yata or five or six are ongoing right now.
20:53 Pero 22 ang hindi pa nagagawa.
20:56 Imagine 22 pa.
20:58 So tigil na yung 22, hindi na matutuloy yun.
21:01 At tigil na rin yata yung lima na yun.
21:03 Isa na lang may iwan sa five na yun.
21:06 We don't know yet.
21:07 Pero yung the President said, if I can recall, he was saying na kasi sumunod yun sa rules
21:15 or not rules, kundi requirements.
21:17 I heard the same thing, sir.
21:19 You know it's good you mentioned that because I was also trying to look into the numbers.
21:25 It's important to find out number one, ilan ho ba talaga yung projects in Manila Bay currently
21:32 being constructed.
21:34 Number two, yung merong notice to proceed, iba po yun.
21:38 Tapos meron pa po yung pending.
21:40 It will be really important to have a whole siguro grasp on how many projects are there
21:48 at the moment and how many again are pending.
21:50 But let's take, I'll take another short break.

24:23 Gusto niya pakilusin ng NBI, PNP to conduct a raid sa warehouses and cold storage and
24:30 even gave warning sa mga traders and hoarders na to ilabas nila yung kanilang mga onions.
24:38 Otherwise, re-raid din, makakasuhan sila pati mga cold storage owners.
24:42 Pag hindi pa rin umuga, babahin yung market ng onions na manggagaling sa importation,
24:54 of course upon the approval of the President Miss Pinky.
24:57 That was already a threat sir by the President remember during his State of the Nation address.
25:02 Bilang ng mga oras ninyo mga hoarders and smugglers and now you have the Speaker saying
25:07 bantayan natin ito ulit.
25:09 They're taking advantage Miss Pinky.
25:11 Nakafocus kasi ang government sa West Philippine Sea.
25:15 Ngayon may reclamation and then meron pang story yung New Bolivian prison na nagkakagulun
25:22 toon. So all this, ang tingin namin ng leadership ng Congress is ginagamit ng mga traders and
25:29 hoarders. Sige habang busy dito ang gobyerno, why don't we do this. Taasan natin unti-unti
25:35 ang presyo.
