00:00 Kuki Batala could no longer send or receive messages and voice calls she was unable to
00:05 register before the July 25 deadline.
00:08 Kuki even received a text from her telco saying her SIM or subscriber identity module has
00:13 been deactivated.
00:14 "Maybe if they didn't tell me, I wouldn't be able to use my data or internet because
00:21 I wouldn't be able to send even if I had data."
00:24 But even if she does not have any telco services, she still refuses to register her SIM.
00:30 "My problem is that there is no proper equipment to protect the data.
00:36 They really want to help people.
00:38 They will enhance the Data Privacy Act."
00:41 "No to deactivation!"
00:44 Advocacy group Junk SIM Registration Network held a protest action in front of the DICT
00:50 office.
00:51 The group calls for the reactivation of all SIM because it claims 62 million, mostly the
00:57 marginalized, will be disenfranchised.
01:00 It also slammed how deactivation coincided with Super Typhoon Egay.
01:05 "Even if they were not able to register, the DICT should not cut off access to communication."
01:12 "This is the first time that mass deactivation has happened where people in remote areas
01:21 are more affected and need access to the internet and SIM."
01:25 The group warns of discrimination and risk to those who lost telco services.
01:30 It also calls on government and telcos to be more transparent with data on SIM registration.
01:36 The DICT says over 106 million SIM were registered or 63% of the 168 million total.
01:44 The National Telecommunications Commission said this is within the 100 to 110 million target.
01:51 "We are assuming that the registered users are the ones who use SIMs or the ones who
01:58 avail telco services for legitimate purposes.
02:03 We can only assume what their reason is, why they did not register or maybe the other SIMs
02:10 or the majority of them did not use them or they only used them once."
02:16 A day after the deadline, some users still received scam messages.
02:21 Authorities admit scams will not immediately be deterred.
02:25 But it's possible if people report them to the National Telecommunications Commission,
02:30 National Bureau of Investigation or the police.
02:33 "If someone received a SIM and it should be registered,
02:37 if it is reported, our law enforcement authorities can investigate and identify who sent it."
02:45 Users have one last chance to reactivate their SIM until July 30.
02:49 They just need to register in online portals of telcos or head to physical stores and assisted booths.
02:56 But come July 31, unregistered SIM will be permanently deactivated, meaning they can no longer be used.
03:04 Authorities and telco assure the public their data is safe in line with the Data Privacy Act.
