MANILA -- Power has been restored in some parts of Tacloban City, signaling the return of the city to normalcy following the devastation brought by typhoon "Yolanda." The Leyte II Electric Cooperative (LEYECO II) said it was able to make its Sagkahan substation run again, bringing power back to downtown Tacloban. LEYECO II said it is now working to restore power in its Palo and Kampitik substations. The electric cooperative said a certificate of final electrical inspection from the Bureau of Fire Protection is needed before power can be restored in a particular structure. - Umagang Kay Ganda, 4 December 2013
