Sandbags lined the roads of Elk Ridge, Utah, on October 2, as locals braced for Hurricane Rosa’s impact.The Utah National Guard deployed 200 soldiers and placed bulldozers near Elk Ridge, KSL TV reported.Heavy rain due to Hurricane Rosa was forecast to bring severe flooding down the Bald Mountain Fire burn scar.
