Panama: Ex Dictator Noriega Asks Forgiveness

Former Panamanian dictator Manuel Noriega has asked his country for forgiveness for the crimes committed under his military regime, which culminated in the 1989 invasion of Panama by his ally, the United States. From prison, he said: “I ask forgiveness from any person who feels they were offended, affected, damaged or humiliated by my actions or that of my superiors in the carrying out of orders or of my subordinates during the time I was in charge of the civil-military government.”
