Buzzfeed News reported that they learned of the plan through 3 sources who have been in contact with the extremists or people affiliated with them.

One of the sources acting as an intermediary to secure the deal told BuzzFeed he was trying to help Foley’s parents “find closure”. A second source claimed it was merely a business transaction.

Specifics involve the supply of DNA evidence upon receipt of payment and the transport of the body over the Turkish border.

US officials were also contacted and given the option to purchase the remains.

It’s been the policy of the United States government that no money is to change hands as a means of freeing any hostage.

That rule was strictly enforced when Foley was a prisoner of ISIS, and his family have said they were threatened with prosecution by government officials if they attempted to pay a ransom.

Another source who is reportedly a member of the Free Syrian Army, a U.S. backed coalition, expressed concerns that similar attempts to block the sale of the corpse would also be made.

As of yet, the Foley family has not commented or released a statement on the matter.

A US State Department official said that more information is being sought.
