New FEMA Flood Zones Take Effect. On May 16, 2012 most of Collier County is now considered to be in a high risk flood zone. If your home is in a high-risk flood area and you have obtained or are looking at a new mortgage through a federally regulated or insured lender, you are required to purchase a flood insurance policy.
