Amateur video out of Syria shows Arab League monitors on the streets of Homs.
The video which could not be independently verified by Reuters shows a resident telling the monitors that the government has hidden their tanks from the observers.
A woman interrupts pleading for the return of people who have been detained by the government.
Syrian security forces have arrested thousands of people in their crackdown on nine months of revolt against President Bashar al-Assad.
Homs has become the flashpoint for Syria's resistance.
The district has been hit by machine gun fire and mortar rounds in recent days in apparent clashes between armed rebels and the army.
Citizens continue to call for the end of Assad's rule. They want international protection.
The United Nations says at least 5,000 people have been killed in Syria since the uprising began in March.
The government blames the blood shed on foreign backed Islamist insurgents..
Syria has banned foreign journalists from the country making it difficult to verify accounts of activists or the government.
