My interpretation;
Who's "The lost"? - Someone whom you love & who has already passed away.
Who thinks that they were gone? - It's me and you. We think we've lost the beloved.
When will that thought "be lost"? - It's when we die. Anybody dies.
considering the positive lyrics before, Mr.Ochi's message CAN be,
"End will come to anyone, but before then, we can do something"
