In 1991 the Belize Rural Economic Development of Agriculture thu Alliance (BREDAA) organization sponsored a historic town hall meeting of Belizeans in the diaspora to address the maritime area act. The act/legislation would delimit the maritime boundary of Belize and allow Guatemala access to the high seas among other things. Both major political parties supported the act. Hon Philip Goldson led the opposition but he was betrayed. The maritime area act became law and remain intact to this day.
