Subway construction in Cologne cut corners wherever possible: Concrete quantities were reduced, steel supports sold to scrap metal dealers, and supervisory authorities nowhere in sight. Now the spring thaw is swelling the Rhine.Fears are growing that the construction site could collapse as ground water levels rise. The fears could be justified. Last year two people were killed when the municipal archives building collapsed. Subway construction has been implicated in the mishap.
