Chemtrails are not ice crystal/water vapor contrails that dissipate in under a minute. These persist and spread out to form a cirrus cloud cover. They are used for many purposes but the government, air force, private companies and many universities have been experimenting heavily overly the public for decades and most heavily since 1994. It is more commonly referred to in official documents as weather mitigation or modification.
