During remarks on the Senate floor Tuesday, Senate Minority Leader Chuck Schumer (D-NY) spoke about the Republican budget.

00:01Now on the budget.
00:03We are not even 100 days into Donald Trump's second term, and his presidency is already
00:08a dumpster fire.
00:10His tariffs for one are the largest tax hike on American families in half a century since
00:15the Vietnam War.
00:16His bumbling trade war wiped at trillions of dollars from American retirement savings.
00:23Meanwhile, Elon Musk is crashing the Social Security website, shutting down local offices
00:29and disconnecting phone services.
00:32All these closures and firings show his real desire is to decimate Social Security.
00:38In March, employment for U.S. small businesses with 1 to 9 employees decreased by 98,000 jobs.
00:48Consumer confidence is at a 4-year low.
00:51Outlook for the economy is at a 12-year low.
00:56The odds of recession are at 60 percent.
01:00Some have argued, Larry Fink, that the recession has already started, according to the CEOs
01:06he's talked to.
01:08And what are Republicans in Congress doing about all this chaos, all this mess, all this
01:12severe harm to American families?
01:16Here's their answer.
01:17Cut taxes for billionaires.
01:20And why are they doing that?
01:21How are they going to pay for that?
01:23By taking away Americans' health care, making it harder for working families to put food
01:27on the table, slashing veterans' assistance and help for rural communities, kids, and Americans
01:32with disabilities.
01:34With the threats of a recession on the rise because of these tariffs, do House Republicans
01:39really want to sign their name on a bill that adds $37 trillion to the deficit?
01:47They should tread carefully.
01:49I said last Friday that for all the hand-wringing so far, the hard part for Republicans remains
01:56in front of them.
01:57The Republican agenda suffers from a fatal flaw.
02:01Its various pieces are all unpopular on their own.
02:05But when pieced together, it's even worse.
02:07That's why the Republicans are having such trouble coming together.
02:10It's not even to deal with Democrats.
02:12The House and Senate Republicans are at loggerheads.
02:15Members within each caucus, each Republican caucus, are at loggerheads.
02:19Why?
02:20Because the two policies are both unpopular, slashing Medicaid, reducing taxes on billionaires.
02:28Americans don't like it, so the Republicans are tying themselves in a knot and trying to
02:32get this done against the will of the American people.
02:37Republicans in Congress want to cut taxes for billionaires and pay for it by taking away
02:42Americans' health care, making it harder for working families to put food on the table.
02:48This is incredible.
02:49With the threats of a recession on the rise because of these tariffs, do House Republicans
02:56really want to sign their name to this bill, as I said before?
03:01The bottom line is, sooner or later, Republicans are going to have to face the music.
03:08There aren't enough procedural gimmicks in the world to change the reality.
03:12The Republican agenda on both sides, slashing programs like health care that people need,
03:18tax cuts for billionaires, it's unpopular on both sides.
03:22It's not going to get any more popular moving forward.
03:25And the Republicans will have to tie themselves in lots of pretzel knots to even get a bill
03:31passed, such a highly unpopular bill passed.
