00:00Hillsborough campaigners have said they will not accept a crumbs version of a Hillsborough law calling on the government to implement a full and comprehensive version.
00:10Families bereaved by state-related deaths and those affected by miscarriages of justice have issued a clear warning to government following reports the forthcoming bill will fail to contain the key elements of the original legislation.
00:23I think people are really shocked that we even have to think about having to legislate to get people to tell the truth.
00:32A new report published by Inquest brings together the powerful voices of bereaved families, victims and survivors of some of the worst failings of public services and the legal system in the UK.
00:42This includes those affected by the Hillsborough disaster, Grenfell Tower fire, Post Office Horizon scandal, infected blood scandal and many others.
00:50These participants are united in their concerns about the government's plans for a Hillsborough law which was included in the 2024 King's speech.
00:58I think what struck me was you had families who had been campaigning for decades across generations and you had families who very recently had been through or are going through inquests and inquiries.
01:12And what it showed was that those horrendous experiences of the Hillsborough families, you know, the lies, the cover-ups, the delays, the fact that at all times it felt like a battle, that was still and is still happening today.
01:35Peter McGannity's son Liam died in a private mental health facility in Warrington following an extensive catalogue of failings.
01:42An inquest found neglect had contributed to the 29-year-old's death.
01:46We went through the process of three years to wait for an inquest.
01:51At the inquest we faced the lies, the covering up, the delaying tactics, the aggression of the barristers, etc.
02:03Hillsborough law is also known as the Public Authority Bill, which was introduced by Andy Burnham in 2017.
02:11This bill would establish a statutory duty of candour on public authorities to stop the lies and cover-ups which took place following the Hillsborough football disaster.
02:21The 2017 bill would also provide for parity of funding for bereaved people to ensure equality of arms with the state.
02:29Our driver is to reduce the chances of these things happening again.
02:37And that's two levels.
02:38One is make the changes to the hospitals and etc. that caused my son's death.
02:45And then generally, when things do go wrong, that these people, whether it's police or whoever, know that if they overstep the mark, they aren't beyond the reach of the law.
