Last week on the House floor, Rep. Marcy Kaptur (D-OH) advocated for a bill that provides federal support to train officers in de-escalation tactics during mental health crises.

00:00For what purpose does the gentlewoman from Ohio seek recognition?
00:09Without objection, the gentlewoman is recognized for one minute.
00:12Mr. Speaker, I rise today to introduce the Law Enforcement Training for Mental Health Crisis Response Act of 2025.
00:22This bill is a bipartisan effort, alongside with Congresswoman Stephanie Bice of Oklahoma.
00:28Our goal is to ensure our officers have the tools they need to effectively and safely respond to mental health emergencies.
00:36Every day, law enforcement officers across our nation are called to situations where individuals are experiencing mental health crises.
00:44These moments can be unpredictable, even volatile, for all those involved.
00:49The reality is that one in ten police calls involve a person struggling with mental illness.
00:55Too often, these encounters end in unnecessary harm.
00:59Our bill will provide much-needed federal support to train officers in crisis response techniques.
01:06It will advance their skills to de-escalate situations.
01:09And our goal is to de-escalate people with the care they need instead of the back of a squad car or a jail cell.
01:16By investing in training, we protect our communities and ensure those in crisis are met with highly trained law enforcement officers.
01:24I'm proud to work along with Congresswoman Bice and our colleagues to help our country become a safer, more healthy place for all.
01:33Thank you, Mr. Speaker.
01:34And I yield back.
01:35For what purpose does the gentleman from New York seek recognition?
01:39Mr. Speaker, I ask the unanimous consent to address the House for one minute and to revise and extend my remarks.
01:46Without objection, the gentleman-
01:47Thank you, the gentleman.
01:48Thank you, Mr. Speaker.
01:49Thank you, Mr. Speaker.
01:52Dr. Joe Biden.
01:53Thank you, Mr. Speaker.
