00:00The National Task Force to End Local Communist Armed Conflict continues its efforts to end armed conflicts
00:07and to find a solution to the communities affected by the riots.
00:13Let's discuss the new programs of the agency with Undersecretary Ernesto Torres, Jr.,
00:20the Executive Director of NTF-LK ASECZUN.
00:23Good afternoon, Usec Jun.
00:25Good afternoon, Dale and Cheryl.
00:28And good afternoon to all the viewers of our program, Bagong Pilipinas Ngayon.
00:35Usec, can you explain, let's start from here,
00:39can you explain what will be the role of the Cabinet Officers for Regional Development and Security Accords
00:48in solving the insurgency in the country?
00:51Well, our accords are designated from among the Cabinet Secretaries of the government.
01:01Because in the organization of NTF-LK, we have 32 member agencies led by different secretaries.
01:10From among them, one Cabinet Secretary designates for every region in our country.
01:16The role of the Cabinet Officers for Regional Development and Security is very important
01:22because they harmonize the efforts of the Regional Peace and Order Council
01:27and the Regional Development Council in every region
01:32in solving the problems of insurgency,
01:37such as poverty, gaps in education, delivery of basic services,
01:44providing opportunities for livelihood,
01:47and all other things to improve the lives of our countrymen,
01:52especially those who live far from the society.
01:56Regularly, meetings are conducted in Malacanang.
02:01So, if we have accords in every region,
02:04the concerns of the regions will be relayed to these regular meetings.
02:09That's why it is immediately implemented at the national level.
02:13Secondly, our designated accords have authority to visit the different areas in their region
02:22so that they can understand the problem and the situation of the region.
02:27By having accords in every region,
02:31we can have a good assessment at the national level
02:35on how we can really help the people who need our help the most.
02:41What are the changes in the NTF-LCAC and how will the local communities benefit from it?
02:48Well, when we had our 7th Executive Committee Meeting on March 26,
02:55two weeks ago,
02:58which was presided by the chairman of the NTF-LCAC himself,
03:02His Excellency President Bongbong Marcos,
03:06we had a strengthening of the organization
03:10and the sustainment of our peace and development efforts.
03:14In terms of strengthening the organization,
03:17because there were three vacant regions of the Accords,
03:21our President approved a designation during that meeting.
03:26Particularly, in the Accords of CAR,
03:29the Secretary of NEDA, Secretary Balisacan, was designated.
03:35And then in Region IV-A,
03:39Secretary Vince Dizon,
03:41who is the new Accords of Region IV-B,
03:46rather, not Region IV-A.
03:48Then, the newly created Negros Island Region,
03:52was also tested by Secretary Benitez as the Accords.
03:58Now, in terms of peace and development efforts,
04:01our President committed to sustain our barangay development programs.
04:07In this program, thousands of our barangays are affected
04:13because for quite some time,
04:15they were not able to provide basic services and infrastructure.
04:19So, our President said,
04:21and we are happy that our barangay development programs will be sustained.
04:27Aside from that, the farm-to-market roads that are beyond the barangay development program,
04:34there are five large projects that were approved on March 26.
04:38Three of the farm-to-market roads projects here are in the Cordillera Administrative Region,
04:45one in Region III, and one in Region XI.
04:49And also, aside from that,
04:52there are also other agencies of our government
04:56that became a member of certain clusters of the NTF-LCAP
05:00so that the amnesty program implementation can be improved,
05:04such as OPAPRO.
05:06It is now co-lead by ECLIP,
05:09or the Enhanced Comprehensive Local Integration Program and Amnesty Program of our government.
05:15Also, the National Amnesty Commission
05:17is also a member of that particular cluster of the NTF-LCAP
05:22because we have 12 different clusters in the NTF-LCAP.
05:27So, that particular cluster for ECLIP and the amnesty program implementation
05:34gave us the strength to designate OPAPRO as a co-lead
05:41and the inclusion of the National Amnesty Commission as part of that cluster.
05:50Yusek, what is the impact of the NTF-LCAP
05:53on the new call of the Communist Party of the Philippines,
05:56the Revolutionary Struggle?
05:58Well, if their call is the Revolutionary Struggle,
06:02our call is for peace,
06:05for unity, peace, and development.
06:09I hope that our countrymen who are listening now
06:14will understand that the problem of our country can be solved peacefully.
06:23We will sit down and talk about our problems,
06:27and we will all help each other to solve our problems.
06:32And that is the call for armed revolution.
06:36It's been 57 years now that the CPP-NPA-NDF has brought the armed revolution.
06:44But until now, no problem has been solved.
06:48So, we are extending our arms for peace
06:58for our countrymen who still believe that
07:04armed revolution is the only way to solve our country's problems.
07:08That is not right.
07:11It is better for us to sit down and talk in a very peaceful way
07:17so that we can help each other to solve our country's problems.
07:22And that is very much what we are experiencing now
07:26with the whole-of-government approach and the whole-of-nation participation
07:31founded on good governance.
07:33That is why our gains in our peace and development efforts are so great.
07:37Usec, what is your reaction when President Ferdinand R. Marcos Jr.
07:42called for the abolition of the NTF-LCA?
07:45We are very happy and thankful to our beloved President.
07:50And that is an expression of our government's commitment
07:55to continue the good programs of the National Task Force
07:59to end local communist armed conflict.
08:02Particularly, the programs that can help our countrymen
08:07who live in our society.
08:11Particularly, the Barangay Development Program
08:14and our various programs that care for our former rebels.
08:20We have thousands of former rebels who have returned
08:25since the establishment of the NTF-LCA on December 2018.
08:30And we are seeing to it that their rehabilitation and reintegration
08:35back to the mainstream society is taken care of by our government
08:41and the various agencies of our government.
08:44Usec, is it true that the rebel groups are having a hard time
08:49recruiting members from schools or universities in the Philippines?
08:54And what do you think is the reason for this?
08:57Well, that assessment is not just from us.
09:01From the documents that were recovered from them,
09:05that is their acknowledgement.
09:07First of all, they had a hard time recruiting.
09:10Second, they also acknowledged that the quality of their cadres
09:15is already low.
09:16They are now actually in their third rectification campaign.
09:20They are trying to recover their lost bases
09:25and they are still trying to recruit students
09:29and communities like Urban Ur, Fisherfolks.
09:41But, of course, we know that our youth are already exposed
09:48to the deceptive ways of recruitment of CPP, NPA, and NDF.
09:53That is why, for the majority of schools and communities,
10:00they are already having a hard time recruiting
10:02because the government has already addressed the issues
10:05that they used to use to recruit.
10:08They said that the government is not providing a good education
10:11or a good infrastructure.
10:14So, all of these things have already been addressed by the government.
10:17Therefore, they no longer have issues to use to recruit more to the armed revolution.
10:24Usec, do you have a call now that the midterm elections are coming up
10:28and it is very important to ensure that this can be done?
10:32Well, for us, every election is a chance for us
10:38to improve the situation of our country
10:42by electing the right leaders of our government.
10:47So, along that line, we are calling,
10:51thank you for giving us the chance,
10:54we are calling our viewers, our countrymen,
10:58especially those who will vote on May 12,
11:01to be watchful.
11:03I hope that we will examine well the candidates,
11:08the organizations that are running as party list,
11:11and let us not support those who advocate terrorism and violence.
11:17Let us support the party list,
11:21the candidates who are running,
11:23so that our harmony, unity, peace, and prosperity of our country can be improved.
