00:00The Commission on Elections has also started the deployment of automated counting machines and paraphernalia
00:06to their regional hubs in different parts of the country as a preparation for the upcoming Huttle of the City 2025.
00:14This is the story of Louisa Erispe.
00:18It was exactly 12.01 a.m. a while ago when the automated counting machines were brought to the warehouse of the Commission on Elections
00:27to be delivered to regional hubs in different parts of the country.
00:30These are the ACMs that have passed the testing and are ready to be used for the Huttle of the City 2025.
00:36We need to be able to do a first batch delivery of our boat counting machines.
00:42We need to be able to deliver at the exact time and schedule so that we won't be delayed.
00:50Because we know that in just 48 days, the elections will be held.
00:55The first ACM to be deployed will reach 3,700.
01:00It will be directly to the regional hubs in Kidapawan, Zamboanga, Iligan, and the next one will be in Caraga.
01:07Komalek said that the first place to be deployed will be a faraway place so that there won't be any barriers.
01:12The first place to be deployed will be a faraway place so that if there are any barriers, it will be secured in our hubs.
01:19The time is just right to deploy all the machines across the country
01:24before the final testing and sealing will be done in the municipalities and precincts.
01:28Once the first batch is done, Komalek will also deploy contingency machines to their repair hubs
01:36so that if there are any problems with the machines during the voting period, the ACMs are ready.
01:41For the first time, we have 110 repair hubs across the country.
01:47Before, our repair hub was in Santa Rosa Land.
01:49Aside from the Philippines, Komalek will also send machines to the countries that will conduct postal voting.
01:56Although internet voting is the primary way for Filipinos to vote abroad,
02:01there are still 16 countries that will vote using ballots and machines.
02:06According to overseas voting, we will send it to our diplomatic pouches.
02:15We should send it to our diplomatic pouches so that it will be secured.
02:19Yesterday, PDP Laban questioned the internet voting that Komalek will conduct in the Supreme Court.
02:26But according to Paul Buddy, they are ready to answer this question in the Supreme Court.
02:31They say that there is no law.
02:33Our interpretation is that under Republic Act 10950,
02:37the same amendment in our law regarding overseas voting
02:43states that Komalek can venture on other modes of voting.
02:49The commission also believes that this is the way to increase the voter turnout of Filipinos abroad
02:56because in the previous elections, the number of votes did not reach 50%.
03:01In fact, during the 2022 elections, 40% or 600,000 Filipinos voted
03:08from more than 1.9 million registered voters abroad.
03:13Luisa Erispe for Pambansang TV in Bagong, Philippines.
