00:00Delighted to be in Madrid at the next Big Five meeting.
00:07There were initiators in Warsaw some months ago,
00:12originally as Weimar, which is to say Germany, France, Poland,
00:17became Weimar Plus to include Spain, Italy, United Kingdom
00:23and the European institutions, the High Representative
00:27and the Commissioner for Defence.
00:31You know the agenda, the continuing Russian aggression against Ukraine.
00:39We are preparing a meeting and I am very glad that the main European countries
00:47appreciate that this is not just a problem for the eastern flank,
00:53but that Putin's aggressive intentions are a problem for all of Europe.
01:00And if it's a threat to all of Europe, then we need a European way of addressing it.
01:07Russia is not only bombing in Ukraine, it is conducting a hybrid war against all of us.
01:18Here in Spain there is disinformation, there are attempts at political manipulation,
01:24but in many countries we also have other elements of hybrid war
01:31just below the threshold of kinetic action.
01:36In Poland we've had arsons, we have espionage,
01:40we have the cuttings of energy and data cables on the sea,
01:48we have aggressive propaganda.
01:52All of this needs building European resilience
01:57and we need to treat defence, the rebuilding of our defence industries seriously.
02:07This is what I hope we will be discussing.
02:10Thank you.
02:11Minister, one question here.
02:14This is Juan Torino from W Radio.
02:19Of course we have seen the commitment of Poland in the help of Ukraine,
02:24but when will we see the first boots, the first European boots,
02:29the so-called peacekeepers in Ukraine land?
02:34Well, you're jumping ahead several steps.
02:38We don't yet have a ceasefire, let alone a peace to defend.
02:43The first thing we should keep in mind is that it is Ukraine that decides
02:51if and what foreign troops may be on its soil.
02:58Ukraine and no one else.
03:01There has not yet been an outcome of any talks.
03:07If Ukraine requests security guarantees in the form of foreign presence,
03:15then the international community will decide what form that might take.
03:19What certainly is not to be permitted is for Mr Putin to dictate
03:26who may or may not be in Ukraine.
03:30That's the whole point of this defensive war by Ukraine, that it's Kiev who decides.
03:36Also let me ask you, my colleagues asked me to tell you,
03:39what do you think about Spain not having a date to reach the 2% of GDP defence target?
03:48Well, we think it's been too long since the Wales NATO Summit
03:55where this recommendation was repeated.
04:03It is a fact that the closer you are to Russia,
04:09the more countries spend on defence, and you can guess why.
04:14Thank you.
