00:00In the opening part of the program, we talked about the long-term policy of Tawanayee.
00:08There is no clarity in the government.
00:11They encourage solar for two months and then review the policy after two months.
00:16These are big decisions.
00:18I will tell you a small decision today.
00:21We have not been able to agree on what kind of trees we have to plant in this city.
00:28Those who live in Islamabad know how much pollen has an effect.
00:34Many people get very sick because of it.
00:37The reason for this is the jungle shahtoot, the mulberry tree.
00:40When Islamabad was being set up, it was not thought about what health hazards this tree would cause.
00:47However, it has been decided to remove all the jungle shahtoot trees from Islamabad.
00:53On March 12, the chairman of the CDA decided to remove all the jungle shahtoot trees from Islamabad.
00:59After removing the jungle shahtoot trees, thousands of local plants will be planted instead.
01:06According to the CDA, citizens are suffering from pollen allergy on a large scale every year.
01:11Jungle shahtoot trees affect a large number of people, especially in the spring season.
01:17The CDA has instructed to cut more than 10,000 jungle shahtoot trees in Shakarpadia.
01:22Instead, thousands of local trees will be planted.
01:26After the CDA's decision, three new friendly plants will be planted instead of the jungle shahtoot trees.
01:34According to the CDA, this will improve the environment in Islamabad.
01:38And because of the pollen of these local plants, people will be saved from respiratory diseases during February and March.
01:47Is this a new decision? Is this a new thing that people of Islamabad are experiencing?
01:53This is not the case at all.
01:55My team has done a little research.
01:57This proposal has been under review since 2007.
01:59And at that time, it was thought that the mulberry tree, because it is a problem in the Pakistani city,
02:06so this is a problem and we should find a solution to it.
02:11We have seen how many years have passed since 2007.
02:14But again in 2009, this problem came up.
02:18And at that time, Pakistan said that we will set up camps for the seasonal allergy epidemic so that we can fight it.
02:28So after 2007, then 2009.
02:30Then in 2016, the CDA again decided that so much pollen allergy is spreading, so why not remove these mulberry trees.
02:40In 2016, you made a policy decision.
02:43First, you planted the wrong tree.
02:45But now you have decided to improve it.
02:47So in 2016, you implement it.
02:50No, it still could not be implemented.
02:52In 2017, the decision was made again.
02:54This time, we have to remove these mulberry trees because pollen allergy is spreading a lot.
03:02This was the decision of 2017.
03:04Then once again, in 2018, the decision was made that by 2020, the paper mulberry trees should be completely eliminated.
03:12This was told to the Senate at that time.
03:14Because it is obvious that people in the whole city were getting sick.
03:17The matter did not end here either.
03:19In 2023, the CDA thought again that we have to eliminate these plants, remove them from the roots, because pollen is spreading a lot in the city.
03:29And now in 2024, the decision has been made again that we have to remove the pollen trees, the mulberry trees that are spreading.
03:38So from 2007, we have identified a problem and decided again and again that we have to eliminate these trees.
03:44Today is 2025, mulberry trees are planted in the city of Islamabad and people are getting sick.
03:50How is this policy made in our country?
03:53First, making a decision about a small tree is wrong.
03:56Then after correcting that decision, it takes 15, 16, 17 years.
04:00Sir, how much time does it take to reverse a small policy level decision in Pakistan?
04:06Mr. Dalal, the Supreme Court gave a decision on April 4, 2024.
04:10Let me tell you what that decision was.
04:12It was a three-member bench.
04:14Qazi Faiz Isa Sahib was on it.
04:15Muhammad Ali Mazhar Sahib was on it.
04:16Justice Musarrat-e-Lali was on it.
04:17And in the decision, it was said that the court has found out from the CDA about the forest cutting in Islamabad's F9 park.
04:24And the CDA told the Supreme Court in response that in 1970, mulberry trees were planted on a large scale in Islamabad.
04:31But later it was found out that those trees are causing pollen allergy.
04:35According to the court decision, the CDA stated that for the elimination of pollen allergy, the forest mulberry cutting is being done.
04:42But the Supreme Court stated in its decision on April 4 that it seems from the pictures and video recordings that the CDA is also cutting other trees in the name of forest mulberry cutting.
04:52The Supreme Court then said that no tree should be cut for now.
04:56So in 1970, Islamabad is settled.
04:59In 2007, it is found out that we have planted the wrong tree here.
05:03Now we should remove them.
05:05In 2016, a policy decision is made as to when we will remove these trees.
