Pakistan invited a scathing response from India after it brought up Kashmir at a UN Human Rights Council session.
Transcript
00:00India's illegal occupation and its state-sanctioned oppression are enabled by several draconian
00:06laws.
00:07For decades, not a single member of Indian security forces has been convicted due to
00:10the immunity provided under these laws.
00:13Neither India nor others deserve this unsolicited lecture on human rights from a country that
00:19has consistently persecuted its ethnic and religious minorities, is an epicenter of terrorism,
00:24and is a prime minister who proudly admits training tens of thousands of terrorists to
00:29fight in Jammu and Kashmir.
00:59We thank the High Commissioner for her oral update and acknowledge her reiteration of
01:10concerns yesterday on India's continued and multiple violations of human rights of the
01:16Kashmiri people in the occupied territory.
01:19These concerns once again validate the widely documented violations by the global media.
01:25The independent civil society organizations have also been alerting the Council to this
01:29human rights crisis.
01:31Only last month, ten UN Special Procedures Mandate hodlers characterized this grim situation
01:38in a free fall.
01:40In the face of Indian stonewalling, they have called on the international community to step
01:44up.
01:45These gross, systematic and continuing violations meet all the elements of the objective criteria.
01:53It has become a habit for Pakistan to malign my country with false and fabricated narratives
01:58for its self-serving malicious purposes.
02:01Neither India nor others deserve this unsolicited lecture on human rights from a country that
02:06has consistently persecuted its ethnic and religious minorities, is an epicenter of terrorism,
02:11has a distinction of providing pensions to the individuals on the UN sanctions list,
02:15and is a prime minister who proudly admits training tens of thousands of terrorists to
02:20fight in Jammu and Kashmir.
02:22It is not surprising that other relevant multilateral institutions have been raising serious concerns
02:27on its failure to stop terror financing and lack of effective actions against all terror
02:31entities in Pakistan.
02:33Madam President, India's illegal occupation and its state-sanctioned oppression are enabled
02:39by several draconian laws.
02:41For decades, not a single member of Indian security forces has been convicted due to
02:45the immunity provided under these laws.
02:49India continues to reject any access to independent media, human rights organizations, or to the
02:54OHCHR.
02:56Such is the level of impunity and arrogance on full display by the so-called largest democracy
03:02of the world.
03:03The plight of people under its subjugation is well represented by the state of affairs
03:07in Balochistan, Khyber Pakhtunkhwa, and Sindh.
03:10Not a single day has gone by when a family in Balochistan doesn't find its members picked
03:15up or kidnapped by the security forces of Pakistan.
03:19Pakistan does well when it comes to intimidation and attacks against journalists, human rights
03:23defenders, and political dissidents, in particular by its state's machinery.
03:27It is not without a reason that Pakistan has been highlighted by international organizations
03:32as a country where journalists are slain and their killers go scot-free.
03:36Using COVID as a cover, India has accelerated demographic engineering in the occupied region
03:42by giving hundreds of thousands of Kashmiri domicile certificates to non-Kashmiris.
03:48These illegal actions are aimed at transforming the Kashmiri majority into a minority and
03:53to deprive the Kashmiris their inalienable right to self-determination.
03:56Mr. Vice President, the nefarious designs of Pakistan continue in Pakistan-occupied
04:02parts of Indian Union territories of Jammu and Kashmir and Ladakh.
04:05The mass influx of outsiders has whittled down the number of Kashmiris to an insignificant
04:10number in Pakistan-occupied parts of Indian Union territories of Jammu and Kashmir and
04:14Ladakh.
04:15In its zeal to reassert its theocratic ideology, it has ensured that the ethnic and religious
04:20minorities have no future through systematic persecution, blasphemy laws, forced convergence,
04:26targeted killings, sectarian violence, and faith-based discrimination.
04:30Thousands of Sikhs, Hindus, and Christian minority women and girls have been subjected
04:35to abductions, forced marriages, and convergence in Pakistan.
04:38The silence will incentivise India to commit further repression against Kashmiri civilians.
04:44Lack of response will encourage the Indian regime to continue defying international law
04:49and norms, and failure to hold India accountable for its continued human rights violations
04:55will only erode the credibility of this Council, its members, and the global human rights agenda.
05:02We therefore urge the High Commissioner and her office to continue the Kashmir monitoring
05:06and reporting processes based on human rights merits and the objective criteria.
05:37As the principal human rights defender, this Council cannot remain a silent bystander.
05:41It must heed to independent voices of extreme concern and seek full implementation of recommendations
05:47made by the civil society, special procedures mandate holders, and those contained in the
05:52OHCHR's Kashmir reports.
05:54We reject the references made by the OIC to the Union Territory of Jammu and Kashmir,
05:58which is an integral part of India.
05:59The OIC has no local stand to comment on the internal affairs of India.
06:03The OIC has allowed itself to be misused by Pakistan to subverse its own agenda.
06:07It's for the members of the OIC to decide if it is in their interest to allow Pakistan
06:11to do so.
06:12Mr. Vice President, I again advise Turkey to refrain from commenting on the internal
06:17matters of India.
