00:00On Sunday, March 23rd, the presidential debate took place in Ecuador.
00:17During the event, the candidate for the Citizens' Revolution, Luisa González, and the candidate
00:22for National Democratic Action, Daniel Novoa, presented their proposals for the Balotage.
00:27The campaign began with a debate, transmitted in national television, between the current
00:32president and candidate for re-election, Daniel Novoa, and the candidate of the political
00:37party Citizens' Revolution, Luisa González.
00:40During the debate, that lasted approximately two hours, was centered on five thematic axes
00:47– education, health, health and social security, crime and safety, economics, unemployment
00:54and governance.
00:55Next, April 13th, the Ecuadorian people will elect between both presidents the next four
01:03years.
01:10In this sense, during his intervention in the presidential debate, the candidate for
01:14National Democratic Action, Daniel Novoa, emphasized that by strengthening dollarization,
01:20the economy of Ecuadorians can be warranted.
01:23We will work in an integral way so that everyone in society has what is fair, so that everybody
01:36has the right to have first-level health care, to have the necessary income to be able to
01:41have medical care, to be able to transport themselves and at the same time to have the
01:46security that they so deserve we have given order to the public finances, things that
01:51left the US in disarray.
01:53And now we have a system in which we have increased our international reserves.
01:57We have stabilized the balance of payments.
02:00We have strengthened dollarization.
02:02And in this way, by strengthening dollarization, we will be able to move forward and fulfill
02:08all our promises and give each and every Ecuadorian what they need.
02:13And dollarization is essential.
02:17Presidential candidate Daniel Novoa affirmed that his family is part of the controversial
02:21Novoa Trading Company, which has been involved in several cases of drug trafficking.
02:31I am not the owner, but members of my family are members of this company Novoa Trading
02:36has cooperated in each one of the cases, and this has been clarified before the public
02:40prosecutor's office, that from there disassociates any official of Novoa Trading from any illicit
02:46act.
02:48The candidate for the Citizens' Revolution Party assured that during her administration
02:53she will install security systems in the vicinity of schools in order to warranty protection
02:58against violence and thus recover education.
03:06Almost 90% of the infrastructure is totally deteriorated.
03:11Here are the percentages, and that will be the responsibility of the government, of my
03:15government.
03:17We are not going to make our fathers and mothers who dream that their children will be educated

03:24To fight crime we are going to declare safe zones in educational areas with video surveillance
03:30cameras and permanent patrols, with a specific anonymous line to report cases of violence.
03:37This way we will recover education and our children and young people so that they do
03:41not continue to be prey to violence, death and the abandonment of an absent state.
03:49Candidate Luisa Gonzalez also emphasized that in order to sustain the Social Security Institute
03:54it is necessary to increase the number of members.
04:02The only way to sustain the IES is to increase the number of affiliates, which in my government
04:08went from 1.5 million to 3 million.
04:11The next thing is that this government has reduced the number of affiliates by more than
04:1628,000 in just one year.
04:18This is how we put our retirement pensions at risk.
04:22Next is employment, which is the only source of adequate employment to sustain the IES.
04:28260,000 jobs were lost in one year of Daniel Novoa's administration, and that is where
04:34the IES is at risk.
04:37On security issues, candidate Luisa Gonzalez said she intends to strengthen the country's
04:42armed forces, combat illicit enrichment and take control of ports and borders.
04:47What are we going to do?
04:59Control, take control of the ports, airports, borders and fight against illicit enrichment
05:05and, also, money laundering.
05:09Intelligence and technology, which, surprisingly, the intelligence units of the armed forces
05:15were dismantled and their budget has been taken away during this government.
05:21Strengthening of the armed forces and the national police with equipment, but we are
05:26also going to give them greater preparation, greater strengthening from training together
05:31with our neighboring governments, assistance with the United States, with the European
05:36Union, with whom we have already met, and work on equipping the 1,300 UPCs and UVCs
05:44that are still abandoned, and our police are looking for where to sleep and how to eat.
