02:29There is a warrant covering the arrest of the former President.
02:35He had two grounds to say this.
02:38First, the Republic Act 9851,
02:41that if there is a warrant of arrest issued by the International Court,
02:44the Philippines has the option to directly sue the suspect to the International Court.
02:48Article 59 of the Rome Statute also follows,
02:51which stipulates that if a person is arrested,
02:54he can go to a competent judicial authority
02:57where he can verify the identification of the arrested person
03:00and if his rights under domestic law are respected.
03:04What happened when the former President Duterte was arrested?
03:09He was charged with Miranda Rights.
03:11So that's pursuant to our domestic law on arrest.
03:14And then he has a lawyer there.
03:16Not just one, but two.
03:18If we compare the warrant of arrest of the former President Duterte
03:23to the warrant of arrest of an ordinary suspect,
