00:00Experts have expressed their opinion regarding the arrest of former President Rodrigo Duterte,

00:06a lawyer who believes that the former president's request for his case in the Philippines was unfair.

00:13Gav Villegas of PTV has news.

00:18Some experts suspect that former President Rodrigo Duterte's accomplice

00:23was the one who kidnapped and arrested the former president.

00:26According to Atty. Mike Chiu, head of the International Criminal Law Program of the University of the Philippines Institute of International Legal Studies,

00:34kidnapping and arresting Duterte is different.

00:56According to the senior lecturer of UP College of Law, Atty. Amando Ligutan,

01:22arresting Duterte will not affect the jurisdiction of the International Criminal Court in the case of Duterte, even if it is illegal.

01:52The detention that follows is also illegal, i.e. it is possible that the arrest is illegal, but the subsequent detention would be legal.

02:05Duterte's request for his case in the Philippines is also unfair.

02:10From what I see now, it seems that there will be no opportunity for the case to be heard here in the Philippines,

02:20even if the former president is already in jail.

02:25So, let's just wait for what can happen in the next week or month.

02:34Because there are still cases in the Supreme Court that are related to the issue of where the president should be detained,

02:45here in the Philippines or in the ICC.

02:48But in my opinion, for now, it seems that it is unlikely that the former president will return to the Philippines

02:57to be detained in any case that can be filed against him.

03:02According to the statement of Senate President Chief Escudero,

03:05Senator Ronald Bato de la Rosa will not be allowed to be arrested in the Senate premises.

03:10The former PNP chief can be arrested even if he leaves the Senate building.

03:16So, if Senator de la Rosa is already in the Senate,

03:20Senator de la Rosa will not be allowed to serve as a warrant.

03:26Because their buildings are sacred to the Senate.

03:31They are the ones who have control, they have their own security.

03:35And it is an independent branch or chamber of government.

03:41But if they find Senator de la Rosa in another place,

03:45not in the Senate, no one can stop him from serving as a warrant.
