00:36there is a self-proclaimed Philippine law that punishes Crimes Against Humanity.
00:42This is Republic Act No. 9851 that came into force in 2009.
00:48Cayoza said that the significance of Crimes Against Humanity in the law
00:53is the same as what is stated in the Rome Statute of the ICC.
00:57That's why Duterte could also be sued under this.

01:06which penalizes Crimes Against Humanity, war crimes, genocide.
01:12Very similar to the crimes that are within the jurisdiction of the ICC.

01:30Cayoza said that many victims filed their cases, but they were dismissed.
01:37We have accounts, documented accounts, of families of victims who went to the police for investigation.
01:43They went to the fiscal, they went to government agencies in charge of the criminal justice system.
01:50But nothing happened.
01:52They were just circled, arrested, and issued.
01:56That's why they were not filed.
01:58According to this, Bayan Muna Chairman Nery Colmenares,

02:05said that the victims' fear during Duterte's time was really high.
02:10Although Duterte has immunity in local cases during his presidency,

02:18during his time as the mayor of Davao City,
