Violence erupted in central Nagpur after 7 pm on Monday following rumours of the desecration of a community’s holy book during an agitation by Vishwa Hindu Parishad (VHP) and Bajrang Dal. Locals reported that stones were thrown at homes, and cars and bikes were set on fire. In response, the government imposed a ban on large gatherings to control the situation.

00:10swords used to vandalize vehicles. Eyewitnesses narrate the sword attack horror.
00:30The violence amid Aurangzeb tomb controversy. The chief minister has urged people to cooperate
00:35with the police to ensure the law and order situation doesn't go out of hand.
00:39On the right side of your screens at this point in time are pictures, in fact, of the swords
00:44there being brandished. As far as the current situation is concerned, a curfew has been imposed
00:49in several areas of Nagpur after violence broke out. These are the eyewitnesses here.
01:30Patel from Nagpur at this point in time. Sumi, give us an idea about the current situation.
01:36How are things at this point in time, even as these videos continue to surface,
01:40just giving us an idea about how rioters ran amok.
01:51Yes, absolutely. Yesterday, the unrest began between 7.30 in the evening and
01:56it lasted two hours. And in fact, hundreds of protesters came from various locations,
02:02specifically from the Shivaji Talk. And here right now, I am at Shyam Talkies,
02:07where the residential areas were also attacked and several cars were on the receiving ends of
02:13the damage that has taken place. I will take you to that residential area exactly where most of the
02:18damage has taken place. And a car, a Tiago car, a silver Tiago car was also set ablaze. You see,
02:26the kind of horror and the kind of vandalism that has enveloped Nagpur. Certainly, it shows
02:35the kind of vandalism that was there yesterday by all of the protesters who were in huge numbers.
02:41They also pelted stones. And in fact, some of the bystanders have been telling us that there
02:45was a lot of conspiracy that also took place behind all of it, because there were cobblestones,
02:51concrete bricks, and also these bricks that were thrown at the vehicles. And in fact,
02:56they were on the receiving end. And this particular vehicle, when it was set ablaze,
03:00this particular house right next to it, where a 90-year-old woman, where a 90-year-old woman
03:06was asleep right next to the window, was also facing a lot of suffocation. She had to be
03:11admitted to the hospital right after the incident took place. And the fire was, in fact, engulfing
03:17this particular house as well. You can see the traces from the black marks here. And in fact,
03:22this particular car was vandalized. And apart from that, several cars which were parked outside
03:28this particular street were vandalized. There were heavy stones that were pelted on these.
03:34And right now, what we're picking up is the situation has become normal. But there are
03:38several people now who have come out of their houses. But there is security personnel also
03:43placed here. And Section 163 has also been imposed. Assembly of four more people have
03:49been restricted. But the people from across the streets have come here. You see the kind of
03:55vandalism here as well. These cars tell you the story of what the kind of nightmare that the
04:01people have witnessed yesterday on the eve of March 17. It was all because of a lot of rumor
04:08mongering and a lot of miscommunication that happened. However, all of the bystanders have
04:13one common thing to say that the administration could have been better prepared. The administration
04:18could have been placed very strategically. And in fact, they were somehow outnumbered by a lot
04:24of protesters who were here. You see, a lot of these expensive hatchbacks and SUVs have been on
04:30the receiving end. And in fact, these car windows, which are not usually very easy to break,
04:36and they're not very easily breakable. They have been pelted with cobblestones and with whatever
04:42the protesters had in their hands. And certainly it shows the vandalism. Certainly it shows the
04:48kind of violence that has erupted in the aftermath of the demand that you know, that demand of
04:56the protest of the demonstrators who were holding this demonstration at afternoon at Shivaji Chowk.
05:03Now, this is the epicenter. This is the central part of Nagpur, where all of this had happened.
05:08And in fact, more than 20 police personnel from the quick reaction team as well as the state
05:13reserve police force have been injured severely. They are undergoing treatment and two JCBs on the
05:19main road that were parked on the main road have also been set ablaze. And in fact, along with it,
05:24several cars as well as two wheelers have been have been injured as well.
05:31There are scars been damaged, people injured is what Sumi is telling us.

05:40point in time. We're telling you a little about the situation in Nagpur. What exactly happened

12:50If we are not at peace, we cannot be truly prosperous, secure or free.
12:56And so today our actions, our dialogue, the reaffirmation of our commitments to these principles,
13:02to one another and our partnerships and our shared vision for the future,
13:07provide us with the opportunity to build more meaningful relationships
13:11and work together as we leave this conference towards the interests of the people
13:17to protect our planet and to further the cause of peace.
13:21I'm a child of the Pacific.
13:23I was born and raised, first born in American Samoa, raised in Hawaii.
13:27I've spent a lot of time throughout my life traveling throughout the Indo-Pacific
13:31and working in many different countries.
13:34So I'm very familiar with the rich and beautiful cultures,
13:37the kindness and hospitality that I've experienced everywhere I've gone
13:41and the rich history within each country that leads to a better understanding
13:48of the nuance and complexities that exist within these countries
13:53but also within the relationships in the region.
13:56It's a vast and critical region that's not just a geographic space.
14:00It is the geopolitical center of gravity for the 21st century.
14:05So ensuring peace and stability here is essential to our collective security,
14:11our objective of economic prosperity and our ability to work together
14:15to take on the great challenges of our time.
14:19And we must tackle these challenges together.
14:23Our ability to do so as nations, as leaders, as people
14:27is critical towards achieving our collective goals.
14:31Unfortunately, we live in a time where war and conflict is being waged
14:36on many fronts around the world.
14:39The Bulletin of Atomic Scientists, founded in 1945 by Albert Einstein and Oppenheimer,
14:45has declared the doomsday clock to be 89 seconds to midnight,
14:50closer to the brink of nuclear catastrophe than ever before.
14:54So your focus, again, on peace, people, and planet is timely.
15:00It is times like this that call on leaders to stand up for these interests
15:04that affect us all and will affect generations who will follow.
15:09Unfortunately, as we've seen throughout history,
15:12simply calling for peace too often invokes attacks and smears.
15:19A perfect example is during President Trump's recent campaign for the presidency.
15:23He made it a pillar of his campaign to share his commitment to peace
15:28and to bring his leadership towards bringing about an end to the Russia-Ukraine war,
15:33to stop the killing, to prevent this risk of World War III and nuclear war.
15:39And for this commitment, he was attacked relentlessly,
15:42not only by his political opponents and legacy media in our own country,
15:45but even by those abroad.
15:48Despite these attacks and smear campaigns, the American people voted overwhelmingly
15:53for him to return to the White House and delivered a very clear message and mandate for peace,
15:59which he is carrying out as we gather here today.
16:04These goals cannot be achieved by any one person or one nation alone.
16:10Our ability to make progress toward a peaceful, secure, free, and prosperous society
16:16must be done together, and it begins with us.
16:21I want to share with you a few excerpts from one of the most powerful speeches that I've heard in my life
16:27that was delivered by President John F. Kennedy at American University in 1963 on this topic of peace.
16:35He said, quote,
16:37First, we must examine our attitude toward peace itself.
16:41Too many of us think it is impossible.
16:44Too many think it is unreal.
16:47That is a dangerous, defeatist belief.
16:50It leads to the conclusion that war is inevitable, that mankind is doomed,
16:55that we are gripped by forces that we cannot control.
16:59We need not accept that view.
17:02Our problems are man-made.
17:05Therefore, they can be solved by man.
17:08President Kennedy goes on to say,
17:11Man's reason and spirit have often solved the seemingly unsolvable,
17:15and we believe they can do it again.
17:18He says,
17:19I am not referring to the absolute, infinite concept of peace and goodwill
17:23of which some fantasies and fanatics dream.
17:26Let us focus instead on a more practical and attainable peace,
17:30based on a series of concrete actions and effective agreements
17:34which are in the interest of all concerned.
17:37There is no single, simple key to this peace,
17:41no grand or magic formula to be adopted by one or two powers.
17:45Genuine peace must be the product of many nations,
17:49the sum of many acts.
17:52It must be dynamic, not static,
17:54changing to meet the challenge of each new generation.
17:59With such a peace, there will still be quarrels and conflicting interests,
18:03as there are within families and nations.
18:07World peace, like community peace,
18:10does not require that each man love his neighbor.
18:13It requires only that they live together in mutual tolerance,
18:17submitting their disputes to a just and peaceful settlement.
18:22He closed by saying,
18:23So let us persevere.
18:24Peace need not be impracticable,
18:27and war need not be inevitable.
18:30By defining our goal more clearly,
18:32by making it seem more manageable and less remote,
18:36we can help all people to see it,
18:39to draw hope from it,
18:41and to move irresistibly toward it.
18:46These powerful words were as powerful and true and relevant then in 1963
18:54as they are today.
18:57In the United States, President Trump remains unwavering
19:00in his commitment to achieving peace
19:03through a strategy rooted in realism and pragmatism.
19:07Securing peace through strength,
19:09which he speaks of very often,
19:10requires strong leadership
19:12with a clear-eyed and realistic understanding of the global challenges
19:16that exist as well as the opportunities.
19:20It requires a commitment to fostering cultural and economic ties
19:23that reduce the likelihood of an escalation to conflict
19:27and a dedication towards reinforcing our mutual interests.
19:31It requires leaders have the courage
19:34to engage directly with both friends and adversaries alike,
19:39to increase understanding,
19:41to resolve differences,
19:43and to work to prevent an escalation to conflict.
19:47It requires leaders who are not afraid
19:49to speak an inconvenient or unpopular truth,
19:53who ask the tough questions,
19:55who challenge the established view or quote-unquote
19:58the way things have always been done
20:01to spark what may be hard but necessary conversations
20:05about the realities we face
20:07and the best way forward
20:09to advance our mutual cause of peace, freedom, security, and prosperity.
20:15So just as President Trump is committed to America first,
20:18putting the safety, security, and freedom of the American people
20:21at the forefront of his policies and his decisions,
20:24Prime Minister Modi is committed to India first.
20:28Prime Minister Luxembourg is committed to New Zealand first.
20:32This is the expectation of any leader's commitment to their people,
20:35to serve them,
20:36to put their interests at the forefront of their decisions.
20:39But this should not be misunderstood to mean
20:42that America first is America alone.
20:45The relationships that we build together
20:47are critical to advance our mutual interests.
20:50And it's why gatherings like this here at Rycine are so important,
20:54because it brings us together here,
20:56people from over 120 countries around the world
20:59providing us a platform where heads of state,
21:02ministers, directors, leaders in business, and nonprofits,
21:05and strategic think tanks can actually come together
21:09in that spirit of aloha
21:11for robust dialogue and debate
21:14that will help us increase our understanding of one another.
21:19It is our shared values that will continue to shape
21:21the future of our partnerships and the world.
21:24And while we represent our own sovereign nations
21:27with unique perspectives and unique interests,
21:30by working together honestly, transparently, and strategically,
21:33we can ensure a more peaceful, free, secure, and prosperous future
21:39for our people and the world.

21:55Big statement there from Tulsi Gabbard
21:58talking about the fact that the Prime Minister, Narendra Modi,
22:03is absolutely right in pushing for India first,
22:07talking about the improving relations between both the countries,
22:10talking about the fact that the friendship is going to ensure
22:14that both countries, India and U.S., grow.
22:17She is, in fact, in India,
22:19and just a few moments ago she was,
22:22you know, speaking at the Ryerson Dialogues.
22:25She is in India as part of a multinational visit,
22:28Tulsi Gabbard in India, and Asia as well.
22:32This is going to conclude with an address
22:34at the Ryerson Dialogue that you just heard.
22:37Tulsi Gabbard talking about the fact that countries seek peace,
22:42and the U.S. is, in fact, one of the countries
22:45that has continuously emphasized on peace,
22:47referring to the Russia-Ukraine war.
22:50The difference is reduced to one party versus another party.
22:52I know we're not alone in this.
22:54But what was really unique,
22:57and it was an incredible experience to be a part of,
23:01was to see those barriers broken down
23:05just through the course of President Trump's campaign,
23:08where rather than taking the approach of being exclusive,
23:11you're on my team or you're on the other guy's team,
23:15he welcomed people both in the campaign
23:18and as you've seen in the Cabinet,
23:20people who don't necessarily agree with President Trump
23:22on every issue or not of the same party,
23:25but understanding that when we come together
23:29around our shared mission of service,
23:31service to the American people,
23:33and how can we make their lives better,
23:35how can we achieve those goals and objectives
23:37that I outlined in my remarks,
23:39then we have the capacity to really make
23:42big, significant, positive change
23:45that once again is focused on the most important people,
23:49which is the people of our country.
23:51And bringing that focus of the government
23:53back to what everyone who works in public service
23:58should begin their day with,
23:59the mindset of what can I do in my role, in my job,
24:03whether you're a civil servant or you're an elected official,
24:06is how can I best be of service?
24:11And I think this is what made his victory possible
24:15against all odds, against all of the attacks.
24:18As you said, it was a historic comeback story.
24:21And I think you see this in his laser-like focus every day
24:26in delivering results and solving problems
24:29and challenging our own internal norms
24:34to make sure that those in government
24:36are actually serving the people.
24:39But there is certainly questions in some parts of the world
24:42that does it really mean it's an America going into its shell,
24:46the island America?
24:49How do you respond to those questions
24:52that I'm sure you would be faced with as well
24:55when you, you know, through your travels through the Indo-Pacific?
24:58It just speaks to a lack of understanding
25:01that for us to have a president who is America first,
25:05who puts the interests of the American people first,
25:07should not at all be mistaken or concluded
25:10to be a president who doesn't understand
25:13the importance of the relationships with other countries
25:17and wherever possible to work together towards shared interests.
25:21So it's a common misconception, once again,
25:24that those who call for peace, as President Trump has,
25:27that somehow that is automatically equated to being,
25:31well, if you stand for peace, then you must be an isolationist.
25:36Nothing could be further from the truth.
25:38And that accusation actually speaks to a deeper misunderstanding
25:44or a wrong assumption, which is that the only way
25:47to engage with other countries
25:49must be through some form of conflict or warfare.
25:53So it's a positive thing for us in the United States,
25:56and I believe for President Trump's leadership in the world,
25:59to build those relationships
26:01and looking at other means of resolving conflict
26:04and really truly being a president
26:06who wants his legacy to be one of being a peacemaker and a unifier.
26:10And how are your allies responding to this?
26:13You know, he has, I think,
26:15even before he was sworn in on his inauguration day,
26:19he had called leaders from, I don't know, 72 different countries
26:23within the first week of having won the election.
26:26He continues to engage in a very constructive and productive way
26:30with many leaders across Europe, for example,
26:34as these ongoing negotiations are occurring
26:37to bring about an end to the Russia-Ukraine war.
26:40So the warnings that were delivered very loudly within our own media
26:45that somehow President Trump would be shunned
26:48and that no one would be interested in working with him,
26:51the absolute opposite has proven true.
26:54So on that particular point,
26:56in the first term of President Trump,
26:59we saw the re-energization of the Quad,
27:02we saw a new energy in the India-US partnership,
27:06and to be fair, all presidents have contributed to this relationship
27:09that has evolved over the last 20 years.
27:12But he certainly changed, in some sense,
27:15the strategic direction of the partnership.
27:18What should the thinkers and the watchers expect in the second term?
27:24The India-US relationship, the evolution of the Quad,
27:27where is it headed? The Indo-Pacific, most specifically.
27:30You know, for President Trump and Prime Minister Modi,
27:33I think what we saw, again, with Prime Minister Modi's early visit to Washington
27:38was a reconnection of two old friends
27:41who, over the years that President Trump was not in office,
27:44continued to build upon that friendship.
27:46Obviously, that's a personal friendship,
27:48but it's one that is indicative of their approach to leadership
27:53and their priorities of listening to the needs of their respective people
27:58and setting policy and taking action towards serving their best interests.
28:04So with regards to the Quad and the other relationships
28:07that some of them began under President Trump's last administration,
28:10others have begun since.
28:13Both he and his team, our cabinet, his cabinet,
28:16has already been engaging, really, from day one with our partners.
28:22I can speak for myself.
28:24Within 12 hours of being sworn in as the Director of National Intelligence,
28:28I was on a plane and headed to Munich for the security conference there,
28:31where I had the opportunity to meet with close to 30 of my counterparts
28:36from different parts of the world
28:38and what I've enjoyed and appreciated about being able to be here
28:42and to join all of you.
28:44Director, in your current role,
28:46what are the specific steps you are taking
28:49to advance the India-U.S. security partnership,
28:53and what should we be doing together and in the region
28:57to respond to what's happening today?
29:00Well, this is what I've gained just from spending the last few days here,
29:03is being able to sit across the table from my Indian counterparts
29:08and to hear directly from them about the very serious concerns
29:12that you have here for your own security interests
29:15and to be able to look for those opportunities
29:18where we can build off of what is already a very strong partnership
29:22that has gone on for quite some time
29:24and, again, take advantage of the new administration coming in
29:28to pick up that momentum and find those other opportunities
29:34from an intelligence-sharing standpoint,
29:36knowing that in our role, our responsibility is to make sure
29:41that we are providing the best timely and relevant intelligence reporting
29:46to our leadership so that they can make the best informed decisions,
29:50but obviously strengthening our security partnership,
29:53our economic partnership that President Trump and Prime Minister Modi
29:57really laid out in their compact statement
30:00when Prime Minister Modi was in Washington, D.C.
30:03I think there's huge opportunity for continued growth
30:07and continued investment in our mutual interests.
30:10Including a focus on emerging technologies and the frontier tech areas?
30:15Absolutely. It's impossible to have a conversation about
30:18both the challenges and opportunities we face
30:21without focusing on the very quickly evolving cybersecurity needs,
30:27the vulnerabilities that exist,
30:29and the need to maximize emerging tech and AI
30:32and other capabilities to strengthen our security interests.
30:37We are nearly out of time, because I know you have to have your wheels up soon.
30:41But on a more fun side, what did you do in the last two or three days?
30:47The cultural experience?
30:48Something interesting that you did in Delhi in the last two or three days?
30:52I ate some great food.
30:55I had a chance the last time I was here.
31:02I spent almost three weeks here and had a chance to visit, I think,
31:05seven different states.
31:08As a practicing Hindu, I took a few days at the end of the trip
31:11and went on a pilgrimage to visit some holy sites here.
31:15This trip was very short, two and a half days,
31:18and I spent all that time meeting with leaders in the Indian government,
31:22Prime Minister Modi, and of course our great team here at the U.S. Embassy,
31:26who's representing us very well.
31:29Director, let me just tell you what one of my friends in Europe mentioned to me.
31:33That even a business visit to India is a cultural experience.
31:37It's wonderful.
