00:43This warrant was served upon his arrival by Philippine Prosecutor General Richard Fadulion,
00:48after which Duterte was brought to Villamor Air Base.

00:53The former president was read his rights and informed of the charges against him.
00:57Clearly it was read to him that the warrant of arrest issued by the ICC was on the following

01:28Duterte withdrew the Philippines' membership in the ICC while he was president in 2019
01:33when the court began investigating the allegations.
01:36The ICC coursed Duterte's arrest warrant through Interpol, of which the Philippines
01:41is a member.
01:42Duterte was arrested when he arrived in Manila from Hong Kong where he spoke at a campaign
01:46event attended by the Filipino community.

01:58De La Rosa files a petition for certiorari and prohibition with the High Court, which
02:02is dominated by judges appointed by Duterte when he was president.
02:05The petition seeks a temporary restraining order to prevent the Philippine government
02:09from working with the ICC and Interpol.
02:12It also asks the High Court to rule that it is unconstitutional for the government to
02:16cooperate with the ICC.
02:18De La Rosa was Duterte's first national police chief and was the chief implementer
02:22of the drug war.
02:24He was named in one of the previous reports of the ICC prosecutor, but it is unclear whether
02:28he too will be implicated in the ICC case.
02:32This is not the first time that an ICC-related petition was filed with the Supreme Court.
02:36In a 2021 ruling, the High Court said the Philippines must still cooperate with the
02:41ICC in criminal proceedings that began before the country withdrew from the court in 2019.
02:49Human Rights Group celebrate the arrest of former President Rodrigo Duterte, saying the
02:53arrest warrant from the International Criminal Court was a long-awaited response to the thousands
02:58of killings in his drug war.
02:59Human Rights Watch says Duterte's arrest is a, quote, critical step for accountability.
03:04The group also urges the Marcos government to quickly surrender Duterte to the ICC in
03:09the Netherlands.
