00:44Retired Police Colonel Ruyi Nagarma, who implicated Rodrigo Duterte in drug war killings, has
00:49been arrested in the United States.
00:51Her lawyer, Emerito Kilang, tells Rappler Tuesday, November 12, Garma was arrested upon
00:56landing in San Francisco.
00:57She and her daughter have been in the custody of California officials since November 7.
01:02Garma also tried unsuccessfully to travel to the U.S. in August.
01:06She was blocked both times because her visa was canceled without her knowledge, likely
01:10owing to U.S. sanctions on human rights violators.
01:13Kilang couldn't confirm the reasons for her arrest, but he says U.S. authorities assured
01:17him Garma and her daughter are safe.
01:19Justice Secretary Boeing Remulia says the U.S. Immigration and Naturalization Service
01:24flagged Garma's arrival and it is now working to repatriate her.
01:28There is no whole departure order on Garma, who does not have a pending case in the Philippines.
01:35Defense Secretary Gibo Chidoro says China is putting ever greater pressure on the Philippines
01:39to relinquish its sovereign rights in the South China Sea.
01:42Chidoro says this after his meeting with Australian Defense Chief Richard Marles in Canberra on
01:47Tuesday, November 12.
01:49He says there is, quote,
01:54Chidoro adds that the Philippines is a victim of Chinese aggression.
01:58Marles says Australia wants to work more closely with the Philippine defense industry and it
02:03will send an engineering assessment team in 2025.
02:06The Philippines and Australia are strengthening defense cooperation.
02:09They signed strategic partnership in September 2023 and afterwards launched joint air and
02:14sea patrols in the South China Sea.
02:17The Philippines joined war games in Australia for the first time this year.
02:22Vice President Sara Duterte downplays whispers of a rift with Senator Aimee Marcos following
02:27her recent sharp remarks about the senator's younger brother, President Ferdinand Marcos
02:32Jr. and her late father.
02:34Duterte says Tuesday, November 12, she and Aimee Marcos are still friends and continue
02:39to stay in touch and exchange messages regularly.
02:42But she also notes an instance when she felt the senator's response was cold.
02:46Duterte also accused First Lady Liza Araneta Marcos and Speaker Martin Romualdez of being
02:51behind an alleged smear campaign against her using members of the House of Representatives.
02:56She claims the two have presidential ambitions for 2028 and view her as a likely rival.
03:01Duterte said she wanted to decapitate Marcos Jr. and threatened to dig up the remains of
03:06the late dictator and dump it into the West Philippine Sea.
03:11The Supreme Court says that the polls in the Bangsamoro Autonomous Region in Muslimandanao
03:15or Barm cannot be postponed.
03:17ESSE spokesperson Camille Sumay Ting says the ruling is immediately executory, meaning
03:23that the decision should be fully implemented despite the pending motion for reconsideration.
03:28In September, the ESSE affirmed the constitutionality of the Bangsamoro Organic Law but also ruled
03:33the Sulu should be excluded from the autonomous region since the province did not ratify the
03:37law during the 2019 plebiscite.
03:40The ruling was penned by ESSE Senior Associate Justice Marvic Leonin.
03:44The Barm, which replaced the autonomous region in Muslimandanao or Arm, originally included
03:49Sulu.
03:50Earlier in November, Senate President Chiz Escudero filed Senate Bill No. 2682, seeking
03:55to postpone the 2025 Barm parliamentary elections to May 11, 2026, following the High Court's
04:01ruling.
04:05Journalists and activists call for the freedom of Takloban-based journalist Frenchie May
04:08Cumpio.
04:09This as she testified before a later court to defend herself from allegations of illegal
04:14firearms possession and terror financing.
04:17Cumpio and four human rights advocates were arrested in February 2020 under the Rodrigo
04:22Duterte administration's nationwide crackdown against dissenters.
04:26Police claim they possessed illegal firearms.
04:28In 2021, while in detention, authorities filed a terror financing complaint against Cumpio
04:33and her companions.
04:35Prior to her arrest, Cumpio faced multiple red-tagging incidents and had been under surveillance
04:39by suspected military agents.
04:42In a joint statement, media organizations say Cumpio's case is an attack on press freedom
04:46in the country.
