00:00A group of telcos approved the Connected Filipino Bill
00:05where the franchise will no longer require those who want to be internet providers in the country.
00:11Oscar Oida has the story.
00:17After the third reading of the Senate and at the bicameral level,
00:21the Connected Filipino Bill, which will strengthen the connection to the internet in the whole country,
00:27especially in remote areas.
00:29This includes the removal of franchise requirements
00:34to increase the number of internet providers in the country.
00:37What this aims for is to open our market
00:42for data transmission providers, not TIPs.
00:48Meaning, the franchise is removed for data providers.
00:54But a group of telcos, who were not consulted and went through a lot,
01:01went all to that process.
01:03They went all to that process.
01:04After a few years, this is it.
01:06They will say, okay, we no longer need a franchise.
01:09Security issues are also possible.
01:12That requirement, that safeguard, is very critical of telecommunications,
01:17especially now in the political environment.
01:19The fines in the Senate are also high,
01:22that only a big telco can afford to pay.
01:25It was mentioned that the fine is around P5,000 to P2,000,000 a day.
01:30In our Bill of Rights, in the Constitution,
01:32excessive fines are prohibited.
01:35It should not be that big.
01:36We will also run out of small ones.
01:38The DICT clarified that one of the reasons for the draft of the Senate,
01:43is that it does not require a franchise,
01:46but a limited service for the internet or data.
01:50The lifting of the franchise is only for data providers,
01:54but not for the telcos in particular.
01:58So, this is aimed at the small players or new players
02:04who can afford the internet.
02:07This is for those who can no longer afford a franchise.
02:10But the telcos, as provided by law in the proposed bill,
02:15will not be removed.
02:18If you will operate like a telco, meaning there is a voice,
02:23what the telco provides is what the franchise needs.
02:30But if it is data, it does not require a franchise.
02:37Other complaints can also be addressed if the IRR is being adjusted
02:42or its rules and regulations are being implemented,
02:44if there is a law.
02:46For GMA Integrated News,
02:48Oscar Oida speaking, 24 hours.
