00:00The ghost students or the students listed in the Senior High School Voucher Program were left in the room even though they don't have a school record,
00:09they are not qualified and they did not apply for the program.
00:13This is the first news of Tina Panganiban Perez.
00:15Due to several questions, the Department of Education did not issue a P200 million fund for the Senior High School Voucher Program
00:28for the school year 2023-2024.
00:31This is what the DepEd said when the House Committee on Basic Education and Culture heard about the ghost students who are affected by the program.
00:40Since 2021, 55 students have been left in the Senior High School Voucher Program.
00:4812 are being investigated now.
00:50Those schools have different findings.
00:55We are not only talking about students who do not have a school record or no class attendance,
01:03but also those who are unqualified voucher recipients.
01:09Unqualified because they are supposed to apply via the voucher application program but they did not apply.
01:19The private schools categorized them as automatic grantees.
01:24The DepEd has not yet stated how many ghost students are included in the Senior High School Voucher Program.
01:32The voucher program was implemented to help private schools for students who cannot apply for DepEd
01:40due to the large number of students and the lack of facilities.
01:45According to DepEd, beneficiaries in the Junior High School can receive P9,000 to P13,000.
01:52While in the Senior High School, P14,000 to P22,500.
01:58In 2024, P40 billion was allocated for the DepEd voucher program.
02:05It is almost the same for 2025.
02:08Some parents and teachers complain that the choice of beneficiaries is not good
02:14because some are eligible even though some are not.
02:18In their school, they are the first to receive P100,000.
02:22If you apply for that voucher, they will receive it.
02:26So they received it, while others who are not eligible, they are pitiful.
02:32There are also more students who have doubts.

02:36For us, the fly-by-night senior high schools that spread, especially in Kamanaban,
02:44they offer incentives to the public schools.
02:48They will give incentives to each head that will enroll in their high school.
02:52It's just because we only have a few private schools that are still a bit bad, Mr. Chair.
02:58We are looking at filing criminal cases.
03:01The committee said that only 10% of the schools that are included in the program are actually monitoring.
03:08Their answer now, DepEd and PEAC, their objective is to aim for 100%.
03:14That's their moving forward objective.
03:17I guess in their next academic calendar.
03:22But again, it's impossible for 10% to become 100%.
03:24But at least we saw a significant increase.
03:27DepEd and PEAC are studying how to implement the voucher program.
