A teenager has been arrested after a seagull was allegedly killed with a catapult in Ashford, Kent, on 22 February.
Local resident Jodine Mills witnessed the attack, which she says involved three birds, and confronted the group.
One gull was later found alive but had to be put down due to severe injuries.
Mills described the act as "psychotic behaviour" and called for stronger punishments for animal cruelty.
Kent Police confirmed a 16-year-old boy was arrested in connection with this and a separate incident but has been released on bail pending further inquiries.
