01:18Is France going to lift the block on the 300 billion in frozen Russian assets in Belgium?
01:19France has opposed freezing it to, say, Ukraine and compensate the U.S. for the 300 billion
01:20in frozen Russian assets.
01:21Is France going to lift its opposition to that?
01:32We speak about frozen assets.
01:34We already used them to back precisely the loans negotiated at the G7.
01:40And it's part of the sanctions.
01:41So it will depend on the follow-up of the discussions.
01:44But clearly, we respect international law.
01:46It's just frozen assets now.
01:49You can take the proceeds of the frozen assets, but you cannot take the assets themselves,
01:53because it's not respecting international law, and we want to respect international
01:58law.
01:59How is one different than the other?
02:00If you can take the proceeds from it, how can you not take the assets?
02:01Because it's very different.
02:02You keep the assets.
02:03You take the proceeds because they are paralyzed in a certain way.
02:06You take the proceeds during the wartime.
02:08But you keep the assets.
02:09And it's part of the negotiation at the end of the war.
02:12Because I mean, this war cost all of us a lot of money.
02:16And this is the responsibility of Russia, because the aggressor is Russia.
02:20So at the end of the day, this frozen asset should be part of the negotiation, all in
02:24all.
02:25Will France support the US being compensated?
02:28I support the idea to have Ukraine first being compensated, because they are the one to lose
02:34a lot of their fellow citizens and being destroyed by these attacks.
02:38Second, all of those who paid for could be compensated, but not by Ukraine, by Russia,
02:44because they were the one to aggress.
02:45Again, just so you understand, just so you understand, Europe is loaning the money to
02:51Ukraine.
02:52They get their money back.
02:53No.
02:54In fact, to be frank, we paid.
02:56We paid 60% of the total default.
02:58And it was through, like the US, loans, guarantee, grants.
03:03And we provided real money, to be clear.
03:06We have 230 billion frozen assets in Europe, Russian assets.
03:11But this is not as a collateral of a loan, because this is not our belonging.
03:16So they are frozen.
03:17If, at the end of the day, in the negotiation we will have with Russia, they're ready to
03:20give it to us, super.
03:23It will be loaned at the end of the day, and Russia will have paid for that.
03:26If you believe that, it's okay with me.
03:28But they get their money back, and we don't.
03:31And now we do.
03:32But, you know, that's only fair.
03:33Mr. President, do you think Russia is going to be the one that pays everybody back?
03:34Are they being aggressive?
03:35Well, we're negotiating everything.
03:36And everything is on the table.
03:41And we'll see if we can get some land back.
03:43And we'll see about a lot of different things.
