00:00The correctional leaders of the ASEAN member country are in favor of the ASEAN-wide prisoner exchange in the Philippines.

00:39After sending Mary Jane Veloso back to the Philippines for her sentence,
00:46it became hot to talk to the correctional officials in the ASEAN region about the possibility of a prisoner exchange.
00:54But according to the Bureau of Corrections Chief Director General Gregorio Catapang Jr.,
00:58in the conference in Palawan, the ASEAN countries agreed that they are interested in implementing this.
01:05And what they need now is a law to officially agree.
01:09Yeah, that's one of the objectives of this summit or conference,
01:15to really stress out at the tactical level what we can do among the ASEAN countries
01:24so that we will help our policy makers make laws or amend laws that will really be helpful for all the ASEAN countries.
01:35The system of prisoner exchange, if a Filipino is imprisoned in the ASEAN region,
01:39will be sent back to the Philippines and his sentence will end here.
01:44Likewise, if a Filipino is imprisoned abroad in the Philippines,
01:47he will be sent back to his country and his sentence will end there.
01:52Maybe if Filipinos are sentenced among the ASEAN countries,
01:58they can be brought back here and they serve their sentence, just like what happened to Mary Jane.
02:06Catapang explains that if, like Veloso, the sentence is death,
02:11he will discuss if it is possible to lower the sentence for life imprisonment when he returns to his country.
02:19Sometimes, that's the first step. You have to lower the sentence from death penalty to lifetime imprisonment.
02:27According to the Bucor, they are still collecting the data of Filipinos convicted in the ASEAN countries.
02:33But the Philippines holds 54 individuals as convicts.
02:39The Bucor plans to expand the prisoner exchange even outside the ASEAN region.
02:45This is our OFW. In our case, we will pursue this.
02:50If we can do it in the ASEAN, we can do it anywhere in the world.
