00:50ASEAN countries will help, particularly Thailand, Indonesia, Singapore, Brunei, Darussalam, Cambodia, Vietnam,

01:04I acknowledge that we have significant challenges in the Philippines, particularly in terms of prison management.
01:10Our correctional system struggles with severe budget constraints affecting the basic needs of inmates,
01:16issues of criminality, drugs, institutional corruption,
01:20and the pressing need to enhance the competence and professionalism of our prison officers.
01:25Another solution is prisoner exchange between ASEAN countries.
01:31This system, if a Filipino is sentenced in ASEAN countries,
01:35his sentence will only be completed in the Philippines,
01:38just like what was done to Mary Jane Veloso, who was sent home to the Philippines to complete her sentence.
01:45This can also be done to foreigners who were sentenced in the Philippines,
01:50and in their own country, where they will also complete their sentence.
01:53For example, there are Filipinos who are imprisoned in Indonesia or Malaysia.
01:58We have prison, not exchange or prison,
02:06but a way of giving to other Filipinos who committed a crime in Indonesia is a sentence,
02:17but this sentence will be served here in the Philippines.
02:20Another solution in the Philippines is the plan to unify the prison system in the country.
02:26The Bureau of Jail Management and Penology at Bucor will join forces,
02:30and will also discuss unifying the prison system even in provincial jails.
02:35The order of our beloved President, which our Secretary of Justice is now pursuing,
02:41is a unified penology and correctional system.
02:46The DOJ admitted that the problem of the country is still big to fix the prisons,
02:52but they believe that the change in the prison system of the country is also big.
02:57In New Belived Prison, from the previous 350% congestion rate, it dropped to 240%.
