03:56Now I move to specific proposals
03:59beginning with agriculture as the first engine
04:03Prime Minister Dhan Dhanya Krishi Yojana
04:06Developing Agri-Districts Program
04:09Motivated by the success of the
04:12aspirational district program
04:15our government will undertake a
04:18Prime Minister Dhan Dhanya Krishi Yojana
04:21in partnership with states
04:24Through the convergence of existing schemes
04:27and specialized measures
04:30The program will cover 100 districts
04:33with low productivity, moderate crop intensity
04:36and below average credit parameters
04:39It aims to
04:421. Enhance agricultural productivity
04:452. Adopt crop diversification
04:48and sustainable agricultural practices
04:513. Augment post-harvest storage
04:54at the panchayat and block level
04:574. Improve irrigation facilities

06:52for procurement and remunerative prices
06:55Since then, with rising incomes
06:58and better affordability, our consumption
07:01of pulses has increased significantly
07:04Our Government will now launch
07:07a six-year Mission for Atma Nirbharta
07:10in Pulses with a special focus
07:13on Tua, Urad and Masu
07:16Details are in Annex B
07:19Central agencies such as
07:22NAFED and NCCF will be ready
07:25to procure these three pulses

07:31four years from farmers who register

10:08For the benefit of lakhs of cotton-growing farmers, I am pleased to announce a mission
10:13for cotton productivity.
10:16This five-year mission will facilitate significant improvements in productivity and sustainability
10:23of cotton farming and promote extra-long staple cotton varieties.
10:29The best of science and technology support will be provided to farmers.
10:34Aligned with our integrated 5F vision for the textile sector, this will help in increasing
10:42incomes of the farmers and ensure a steady supply of quality cotton for rejuvenating
10:50India's traditional textile sector.
10:56Kisan Credit Cards facilitate short-term loans for 7.7 crore farmers, fishermen and dairy
11:04farmers.
11:05The loan limit under Modified Interest Subvention Scheme will be enhanced from Rs 3 lakhs to
11:12Rs 5 lakhs for loans taken through the KCC.
11:20For Atma Nirbharta in urea production, our government had reopened three dormant urea
11:27plants in the eastern region.
11:31To further augment urea supply, a plant with annual capacity of 12.7 lakh metric tons will
11:40be set up at Namrup in Assam.
11:49India Post, with 1.5 lakh rural post offices, complemented by the India Post Payment Bank
11:57and a vast network of 2.4 lakh dark sevaks, will be repositioned to act as a catalyst
12:05for the rural economy.
12:08Details are at Annexure C.
12:12India Post will also be transformed as a large public logistics organisation.
12:18This will meet the rising needs of Vishwakarmas, new entrepreneurs, women, self-help groups,
12:25MSMEs and the large business organisations.
12:30Our government will provide support to NCDC for its lending operations for the co-operative
12:36sector.
12:38MSMEs as the second engine.
12:42Now I move to MSMEs as the second engine, which encompasses manufacturing and services,
12:49with a focus on MSMEs numbering 5.7 crores.
12:54Currently, over 1 crore registered MSMEs, employing 7.5 crore people and generating
13:0336% of our manufacturing, have come together to position India as a global manufacturing
13:10hub.
13:12With their quality products, these MSMEs are responsible for 45% of our exports.
13:24To help them achieve higher efficiencies of scale, technological upgradation and better
13:31access to capital, the investment and turnover limits for classification of all MSMEs will
13:38be enhanced to 2.5 and 2 times respectively.
13:43This will give them the confidence to grow and generate employment for our youth.
13:50The details are given in Annexure D.
13:55To improve access to credit, the credit guarantee cover will be enhanced.
14:01First, for micro and small enterprises from 5 crore to 10 crore rupees, leading to additional
14:08credit of 1.5 lakh crores in the next five years.
14:14Second, for start-ups from 10 crore rupees to 20 crore rupees, with the guarantee fee
14:22being moderated to 1% for loans in 27 focus sectors which are important for Atmanarbar Bharat.
14:33And for well-run exporter MSMEs, for term loans up to 20 crore rupees.
14:43Also for the micro enterprises, we will introduce customised credit cards with a 5 lakh rupee
14:50limit for micro enterprises registered on Udyam portal.
14:57In the first year, 10 lakh such cards will be issued.
15:03Fund of funds for start-ups, the Alternate Investment Fund, AIFs, for start-ups have
15:11received commitments of more than 91,000 crores rupees.
15:17These are supported by the fund of funds set up with the Government of India's contribution
15:21of 10,000 crore rupees.
15:24Now a new fund of funds with expanded scope and a fresh contribution of another 10,000
15:32crore rupees will be set up.
15:38A new scheme will be launched for 5 lakh women, scheduled castes and scheduled tribes, first-time
15:46entrepreneurs.
15:48This will provide term loans up to 2 crore rupees during the next five years.
15:56The scheme will incorporate lessons from the successful Stand Up India scheme.
16:01Online capacity building for entrepreneurship and managerial skills will also be organised.
16:09Measures for labour-intensive sectors.
16:12To promote employment and entrepreneurship opportunities in labour-intensive sectors,
16:18our government will undertake specific policy and facilitation measures.
16:24To enhance the productivity, quality and competitiveness of India's footwear and leather sector,
16:31a focused product scheme will be implemented.
16:36The scheme will support design capacity, component manufacturing and machinery required for
16:43production of non-leather quality footwear, besides the support for leather footwear
16:49and products.
16:51The scheme is expected to facilitate employment for 22 lakh persons, generate over 4 lakh
16:59crore rupees and exports of over 1.1 lakh crore rupees.
17:08Measures for the toys sector.
17:10Building on the National Action Plan for Toys, we will implement a scheme to make India a
17:16global hub for toys.
17:21The scheme will focus on development of clusters, skills and a manufacturing ecosystem that
17:29will create high quality, unique, innovative and sustainable toys that will represent the
17:35Made in India brand.
17:42Support for food processing.
17:44In line with our commitment towards Poorvodaya, we will establish a National Institute of
17:50Food Technology, Entrepreneurship and Management in Bihar.
17:56The institute will provide a strong fillip to food processing activities in the entire
18:05eastern region.
18:07This will result in enhanced income for the farmers through value addition to their produce
18:14and skilling entrepreneurship and employment opportunities for the youth.
18:23Manufacturing mission, furthering Made in India.
18:27Our government will set up a national manufacturing mission covering small, medium and large industries
18:34for furthering Made in India by providing policy support, execution roadmaps, governance
18:42and monitoring framework for central ministries and states.
18:47Details are in Annexure E.
18:50Given our commitment to climate-friendly development, the mission will also support clean tech manufacturing.
18:57This will aim to improve domestic value addition and build our ecosystem for solar PV cells,
19:05EV batteries, motors and controllers, electrolyzers, wind turbines, very high voltage transmission
19:14equipment and grid-scale batteries.
19:19Investment as the third engine.
19:21Now I move to investment as the third engine, which encompasses investing in people, investing
19:29in the economy and investing in innovation.
19:33Investing in people, Saksham Anganwadi and Potion 2.0.
19:39Saksham Anganwadi and Potion 2.0 program provides nutritional support to more than eight crore
19:46children, one crore pregnant women and lactating mothers all over the country and about 20
19:54lakh adolescent girls in aspirational districts and the northeast region.
20:00The cost norms for these nutritional support will be enhanced appropriately.
20:06Atal Tinkering Labs, 50,000 Atal Tinkering Labs will be set up in government schools
20:14in the next five years to cultivate the spirit of curiosity and innovation and foster a scientific
20:22temper among young minds.
20:26Broadband connectivity to government secondary schools and PHCs.
20:30Broadband connectivity will be provided to all government secondary schools and primary
20:35health centers in rural areas under the BharatNet project.
20:42Bharatiya Baasha Pustak scheme.
20:44We propose to implement a Bharatiya Baasha Pustak scheme to provide digital form Indian
20:51language books for schools and for higher education.
20:56This aims to help students understand their subjects better and in their language.
21:03National centers of excellence for skilling.
21:08Based on the initiative announced in the July 24 budget, five national centers of excellence
21:15for skilling will be set up with global expertise and partnerships to equip our youth with the
21:23skills required for make for India, make for the world manufacturing.
21:29The partnership will cover curriculum design, training of trainers and a skill certification
21:34framework and periodic reviews.
21:38Expansion of capacity in IITs.
21:43Total number of students in 23 IITs has increased 100% from 65,000 to 1.35 lakh in the past
21:5410 years.
21:55Additional infrastructure will be created in the five IITs started after 2014 to facilitate
22:14education for 6,500 more students.
22:18Hostel and other infrastructure capacity at IIT Patna will also be expanded.
22:32Center of excellence.
22:39Center of excellence in AI for education.
22:43I had announced three centers of excellence in artificial intelligence for agriculture,
22:50health and sustainable cities in 2023.
22:54Now a center of excellence in artificial intelligence for education will be set up with a total
23:02outlay of 500 crores.
23:06Expansion of medical education.
23:09Our government has added almost 1.1 lakh undergraduate and postgraduate medical education seats in
23:1710 years, an increase of 130%.
23:21In the next year, 10,000 additional seats will be added in medical colleges and hospitals
23:29towards the goal of adding 75,000 seats in the next five years.
23:39Daycare and cancer centers in all district hospitals.
23:44Our government will facilitate setting up of daycare cancer centers in all district
23:53hospitals in the next three years.
23:56200 centers will be established in 2025-26 itself.
24:03Strengthening urban livelihoods.
24:06Our government has been giving priority to assisting urban poor and vulnerable groups.
24:12A scheme for socio-economic upliftment of urban workers will be implemented to help
24:18them improve their incomes, have sustainable livelihoods and a better quality of life.
24:24PM Swanidhi scheme has benefited more than 68 lakh street vendors, giving them respite
24:32from high interest informal sector loans.
24:36Building on this success, the scheme will be revamped with enhanced loans from banks,
24:42UPI linked credit cards with 30,000 rupees limit and capacity building support.
24:51Social security scheme for welfare of online platform workers.
24:56Gig workers of online platforms provide great dynamism to the new age services economy.
25:04Recognizing their contribution, our government will arrange for their identity cards and
25:10registration on the e-Shram portal.
25:13They will be provided healthcare under PM Jan Arogya Yojana.
25:19This measure is likely to assist nearly 1 crore gig workers.
25:25Investing in the economy.
25:35Public-private partnership in infrastructure.
25:38Each infrastructure related ministry will come up with a three year pipeline of projects
25:44that can be implemented in PPP mode.
25:48States will also be encouraged to do so and can seek support from the India Infrastructure
25:55Project Development Fund, which is a scheme to prepare PPP proposals.
26:01Support to states for infrastructure.
26:04An outlay of 1.5 lakh crore is proposed for the 50 year interest-free loans to states
26:13for capital expenditure and incentives for reforms.
26:19Building on the success of the first asset monetization plan announced in 2021, the second
26:26plan for 2025 to 2030 will be launched to plow back capital of 10 lakh crore in new
26:35projects.
26:36Regulatory and fiscal measures will be fine-tuned to support the plan.
26:42Jal Jeevan mission.
26:44Since 2019, 15 crore households, representing 80% of India's rural population, have been
26:53provided access to portable tap water connections.
26:58To achieve 100% coverage, I am pleased to announce the extension of this mission until
27:062028 with an enhanced total outlay.
27:13The mission's focus will be on the quality of infrastructure and O&M of rural piped water
27:20supply schemes through Jan Bhagidari.
27:24A separate MOU or separate MOUs will be signed with the states and union territories to ensure
27:32sustainable sustainability and citizen-centric water services delivery.
27:39Urban sector reforms.
27:41Building on the July budget proposals, urban sector reforms related to governance, municipal
27:48services, urban land and planning will be incentivized.
27:52Urban challenge fund.
27:55The government will set up an urban challenge fund of 1 lakh crore rupees to implement the
28:02proposals for cities as growth hubs, creative redevelopment of cities and for water and
28:10sanitation purposes announced in the July budget.
28:15This fund will finance up to 25% of the cost of bankable projects with a stipulation that
28:23at least 50% of the cost is funded from bonds, bank loans and PPPs.
28:31An allocation of 10,000 crore is proposed in 2025-26.
28:37Power sector reforms.
28:39We will incentivize electricity distribution reforms and augmentation of intrastate transmission
28:46capacity by states.
28:49This will improve financial health and capacity of electricity companies.
28:54Additional borrowing of 0.5% of GSDP will be allowed to states contingent on these reforms.
29:07Nuclear energy mission for Vikasit Bharat.
29:11Development of at least 100 gigawatt of nuclear energy by 2047 is essential for our energy
29:21transition efforts.
29:23For an active partnership with the private sector towards this goal, amendments to the
29:30Atomic Energy Act and the Civil Liability for Nuclear Damage Act will be taken up.
29:38A nuclear energy mission for research and development of small modular reactors with
29:46an outlay of 20,000 crore will be set up.
29:50At least five indigenously developed small modular reactors will be operationalized by
29:582030.
30:01Shipbuilding.
30:04The shipbuilding financial assistance policy will be revamped to address cost disadvantages.
30:12This will also include credit notes for shipbreaking in Indian yards to promote the circular economy.
30:20Large ships above a specified size will be included in the infrastructure harmonized
30:27master list.
30:31Shipbuilding clusters will be facilitated to increase the range, categories and capacity
30:38of ships.
30:39This will include additional infrastructure facilities, skilling and technology to develop
30:46the entire ecosystem.
