00:35Under House Bill 11360, a pack of cigarettes will be charged P66.15 per pack of cigarettes.
00:44A pack of heated tobacco products will be charged P41.00 per pack with 20 units.
00:51As of now, 5 percent per year.
00:54The single payment will be lowered to 2 percent per year ending in an even number and 4 percent per year ending in an odd number.
01:03It is also stated in the bill that the BIR of the floor price or minimum price of cigarettes, vape, and other similar products will be deducted.
01:13Those who sell at a lower floor price will be charged from P200,000 to P500,000 and will be jailed for four to six years.
01:24Those who support the bill say that even if the taxes are high, the smuggling of the mentioned products will continue,
01:32which is why the collection of cigarettes is decreasing.
01:35And even if the collection of cigarettes is high, the number of people who smoke is increasing.
01:40In view of the substantial erosion in government excise tax revenue since 2021
01:47and the substantial spike in the incidence of illicit trade, today we seek to recalibrate the current excise tax scheme.

02:08Excise tax collection is expected to stabilize and recover from successive tax increases by arresting the widening gap between illicit cigarettes and tax-paid cigarettes.
